1
Draft Memorandum Perteet
2707 Colby Avenue,Suite 900,Everett,WA 98201 I P 425.252.7700 F 425.339.6018
In all peak periods except the westbound PM,growth occurred between the two study times.Westbound traffic
experienced minor increases in the AM and mid-day peaks,2.5%and 2.7%,respectively,and a 7%decrease in the
PM peak. Eastbound traffic grew by at least 6%during each time-of-day window, with AM peak hour volumes
rising more than 10%.Figure 8 shows the growth rate for each direction by time of day.
' ■AM Peak •MD Peak •PM Peak
15.0%
11.3%
10.0% —
6.1% 6.1%
5.0%
2.5% 2.7%
0.0%
I
-5.0%
-10.0% -7.0%
Eastbound Westbound
Figure 8—Segment Volume Growth on 75th Street SW
Site Access
The project proposes to add a transit center with two driveway access points to the undeveloped area to the
southeast of the intersection of Seaway Boulevard and 75th Street SW.One driveway will allow right turns to
and from Seaway Boulevard. The second driveway will connect with 75th Street SW close to the existing
intersection with the PUD driveway. This driveway will allow full ingress and egress, with separate left-turn and
right-turn lanes. The driveways and all turn lanes will be designed to accommodate bus turning movements.
' 75th Street SW Left Turn Pocket
Access to the site for westbound transit vehicles on 75th Street SW will be from a dedicated left-turn pocket in
the center of the roadway. In order to provide this additional lane,right-of-way acquisition will be necessary at
the SnoCo PUD property. This acquisition will need to occur on both the east and west sides of the intersection
' with the PUD driveway.
The City prefers configuring the intersections so that there is either no queue area between the two,or there is
enough space to accommodate two buses. However, these options do not benefit the operations for Community
Transit or SnoCo PUD. The former option would force drivers to traverse a curve without roadway striping,
consolidate multiple two-way driveways together in a divided highway setup that would be confusing for drivers,
or relocate an existing substation at the north end of the PUD property. The latter choice would result in reduced
transit center storage space due to shifting the bus bays in order to accommodate a more northern driveway
location. This option would not provide a significant increase in intersection performance.
Page 7
File location:X:\Community Transit\Projects\201 10155-Community Transit On-Call\.016-Seaway Transit Center Preliminary Engineering\Traffic\Submittals\02-
Revision based on Katherine Casseday Comments\Seaway Transit Center -DRAFT Traffic Memorandum.docx
