f IIP ORDINANCE NO. 1848 An Ordinance providing for the improvement of Grand Avenue, the alley between Grand and Rucker Avenues, the alley between Rucker and Hoyt Avenues, the alley between Hoyt and Colby Avenues from the south bolhdary to the north boundary of the Bailey Addition to Everett) and Tenth Street from the alley between Hoyt and Colby to the alley between Hoyt and Rucker, by the complete construct- ion of a sewer and appurtenances thereto, approving the plans and specifications for such improvement, creating an assessment district, creating a local improvement district fund therefor, providing that payment for said improvement be made by special assessment on the property in said district under the mode of payments by bonds, WHEREAS, a majority petition of the property owners petitioning for said improvement has heretofore been filed with the Commissioner of Public ?Forks and said Commissioner has found the things setforth in said petition to be true , and WHEREAS, said Commissioner of Public Works has filed with the City Council all data and information in regard to said improvement as required by law, and whereas, said Commissioner of Public Works has recommended to the City Council that said improvement petitioned for be made, and it appearing to the City Council that public convenience and necessity requires such improvement to be made, NOW THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That Grand Avenue, the alley between Grand and Rucker, the alley between Rucker and Hoyt, the alley between Hoyt and Colby from the south boundary to the north boundary of the Bailey Addition to Everett and Tenth Street from the alley between Hoyt and Colby to the alley between Hoyt and Rucker, be improved by the complete construction of a fewer, together with all necessary appurtenances thereto and such other work as is necessary to make a complete improvement, according to plans and specifications prepared under the direction of the City Engineer, 1 (1)
