Providence Regional Medical Center <br />Medical Office Clinic and Parking Lot <br />Project Description — City of Everett Pre -Application <br />In 2008 a master plan was adopted by the City (Ord. 3090-08) approving plans by Providence <br />Regional Medical Center for its property in North Everett, including the former "community <br />college" property north of 13th Street. The site currently contains the Medical Center's Central <br />Utility Plant and temporary surface parking, both of which were anticipated in the approved <br />master plan. <br />The proposal includes a proposed medical clinic building on the northern portion of the site; the <br />other is additional temporary surface parking to be added west of the existing Central Utility <br />Plant. Both are being constructed in accordance with the 2008 plan. <br />The ultimate master plan is depicted on Figure 3 of City Ordinance 3090-08 (Attached). The <br />Medical Center will proceed with further implementation of this buildout plan in the coming <br />months. Ultimate buildout will take several years; the two current projects proposed under the <br />action are a part of the 2008 master plan. <br />The clinic facility will be comprised of about 37,000 square feet, occupied mostly by clinical <br />functions with the remainder used for support services with parking below. Additional surface <br />parking will be built immediately adjacent to the west. The building footprint lies over the <br />location of an existing stormwater detention pond, which will be replaced with underground <br />vaults. Sewer and water utility lines will be relocated to support the future building construction. <br />The new temporary surface parking project proposed to the west is, in part, a relocation of <br />existing spaces in the central portion of the site displaced by the new medical/office building. It <br />will include about 30 additional spaces. Current estimates are that up to 125 surface parking <br />spaces would be lost with a new building; and will be replaced by 155 spaces under this current <br />proposal. As indicated, additional parking will be provided below and to the west of the new <br />building; the exact number is under study. <br />Ouestions for discussion at the Pre -Application meeting: <br />Permitting <br />1. Confirmation of the review process for land use entitlements. <br />2. Confirmation of the review process for the exterior building materials (at a later date). <br />Civil/Utility <br />3. Oakes and Rockefeller combined sewer - provide peak design flow rates. <br />4. Confirm predeveloped condition for continuous modelling is existing parking lot <br />construction and after Central Utility Plant construction. <br />
