Transportation Impact Analysis <br /> Providence Regional Medical Center New Medical Clinic Building and Parking Lot Reconfiguration April 2016 <br /> Existing and Future Baseline Conditions <br /> This section describes existing and future baseline without-project conditions within the <br /> identified study area. Characteristics are provided for the street system, planned <br /> improvements, existing and without-project traffic volumes, existing and without-project traffic <br /> operations, traffic safety, transit service, and non-motorized facilities. <br /> Street System and Neighborhood Context <br /> The proposed project site is located north of 13th Street on the Providence Campus. The <br /> campus is located within the Northwest Everett neighborhood north of 14th Street, generally <br /> south of 12th Street, east of Colby Avenue and west of Lombard Avenue. The area <br /> surrounding the Campus is mainly residential uses except for Everett Community College <br /> located to the north along 10th Street and commercial uses to the west along Broadway. The <br /> major roadways within the study area include: <br /> Broadway is a five-lane street classified as a major arterial with sidewalks and parking along <br /> both sides of the street. This north-south street serves as a connection through Everett <br /> between Interstate(I) 5 in south Everett to State Route (SR) 529 in north Everett. It connects <br /> the Everett Central Business District (CBD)to the south and Marysville to the north. <br /> Colby Avenue is a north-south two-lane collector arterial with a central median. The posted <br /> speed limit is 30 miles per hour(mph) in the vicinity of the project with parking and sidewalks <br /> provided along both sides of the street. <br /> Lombard Avenue, Oakes Avenue, and Rockefeller Avenue are two-lane north-south local <br /> street in the immediate vicinity of the project site. These streets provide neighborhood access <br /> and have a posted speed limit is 25 mph. Parking and sidewalks are provided along both <br /> sides of the street. <br /> 13th Street is an east-west two-lane local street that runs through the Providence Campus, <br /> providing access to the project site. The posted speed limit is 25 mph and sidewalks are <br /> provided along both sides of the roadway. Parking is restricted along the 13th Street in the <br /> vicinity of the campus. <br /> 14th Street is an east-west two-lane local street that is located along the south side of the <br /> Providence Campus. The posted speed limit is 25 mph with parking and sidewalks provided <br /> along both sides of the street. <br /> Planned Improvements <br /> Based on a review of the City of Everett's most recent Transportation Improvement Program <br /> (2016-2021) and coordination with City staff, no specific street improvement projects have <br /> been identified within the study area. The City has indicated that signal upgrades are <br /> anticipated by 2022. These signal improvements including updates to pedestrian crossing <br /> times have been incorporated into the future 2022 analysis. <br /> Traffic Volumes <br /> This transportation analysis focuses on the weekday PM peak hour consistent with City of <br /> Everett requirements. The City of Everett provided existing traffic counts for the off-site study <br /> intersections. Existing turning movement counts at the site access location to be utilized by <br /> project-related traffic were collected in March 2016. Appendix A provides the site access <br /> 7/ 6 <br />
