Transportation Impact Analysis <br /> Providence Regional Medical Center New Medical Clinic Building and Parking Lot Reconfiguration April 2016 <br /> Project Impacts <br /> This section of the analysis documents project-generated impacts on the surrounding <br /> transportation system. If necessary, mitigation measures are identified to reduce or offset <br /> project impacts. <br /> Trip Generation <br /> The proposed projects are consistent with the assumed ECC Property uses included in the <br /> Master Plan. The following describes traffic generation associated with the proposed clinic <br /> and parking lot reconfiguration. <br /> Clinic <br /> Project traffic for the weekday daily and AM and PM peak hour conditions were estimated <br /> based on the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9th Edition. <br /> Trip Generation is a nationally recognized and locally accepted method for determining trip <br /> generation for development projects. The Trip Generation Manual provides both clinic and <br /> medical-dental office land use categories. The description of these two categories is similar <br /> and both are consistent with the proposed project. Weekday daily, AM peak hour, and PM <br /> peak hour project trip generation was based on the land use size and Medical-Dental Office <br /> Building (#720) average or regression equation trip rates'. The medical-dental office land use <br /> was used rather than clinic because trip rates are based on a greater number of site surveys <br /> (i.e., 10 to 43 sites compared to 1 to 2 sites for the Clinic land use (#630) data) and average <br /> building size of the medical-dental office sites surveyed is consistent with the proposal (i.e., <br /> 30,000 to 45,000 square--feet for medical office sites compared to 60,000 to 112,000 square- <br /> feet). The estimated project trip generation is shown in Table 4. <br /> Table 4. Trips rates from ITE Trip Generation Manual,9'h Edition. <br /> As shown in the table, the proposed clinic would generate approximately 1,300 new daily <br /> trips. During the weekday AM peak hour, the clinic would generate approximately 88 trips (70 <br /> inbound and 18 outbound). During the weekday PM peak hour, the clinic would generate <br /> approximately 119 trips (33 inbound and 86 outbound). <br /> Parking Lot Reconfiguratio <br /> As discussed previously, existing CUP and parking would remain on the southern portion of <br /> the site. The parking would be reconfigured to provide an additional 31 parking spaces for a <br /> total of 347 spaces. No new traffic associated with additional parking is anticipated since it <br /> will accommodate existing site users that may be parking elsewhere on-campus or along <br /> adjacent streets. The existing driveway traffic was increased by 10 percent to account for the <br /> potential increase in trips to and from the driveway associated with more parking spaces in <br /> this lot. It is not anticipated that the off-site study intersections would be impacted by the <br /> 2 Procedures outlines in the ITE Trip Generation Handbook,3'd Edition were followed to determine if the average or <br /> regression equation trip rates were used to estimate trip generation. <br /> 12 <br />
