Level of service(LOS),based on 2010 Highway Capacity Manual methodology.
2. Average delay in seconds per vehicle.
3. Worst movement reported for unsignalized intersections where SB=southbound.
As shown in Table 6, with the addition of project traffic, all off-site study intersections would
continue to meet the City's LOS D standards.
The City's LOS standard is applied to the off-site study intersections and not to the stop
controlled movements at the existing 13th Street site access point. The proposal could result
in LOS F operations at the site access for the southbound project approach. All other
approaches of this intersection would operate at LOS C or better. Drivers having difficulty
exiting the southbound approach via a left-turn could choose to make a right-turn from the
driveway and use an alternative surrounding the campus to access their final destination. Off-
site study intersections would continue to meet the City's LOS D standard with drivers using
alternative routes during the weekday PM peak hour. On-site vehicle queues related to
exiting traffic are to be approximate 5 vehicles and would not impact the site circulation. Poor
operations of the private site access southbound approach would not impact the operations
of the public street system.
Site Truck Access
The proposed clinic would have a loading dock on the west side of the building. This dock
would be access via the 13th Street driveway. The largest vehicle anticipated to access the
loading area would be a single unit truck. To evaluate a reasonable worse case for potential
deliveries both a single unit truck and a WB-40 truck were analyzed. The vehicle turning for
the trucks are provided in Appendix D.
The analysis shows that both truck types would be able to maneuver to and from the loading
area. No adverse impacts to traffic flow or safety are expected as a result of the anticipated
deliveries.
Non-Motorized Facilities
The proposed project would be served by the existing sidewalk facilities and Campus
connections. In addition, the project includes new pedestrian crossing and linkages within the
project site for access between the proposed clinic, parking areas, the CUP, and the rest of
the Campus.
Transit Service
Existing transit service would serve the proposed clinic. The proposed pedestrian
connections would facilitate access to and from off-site transit stops.
r 16
