SITE DESCRIPTION <br /> On November 18, 2021 Acre Environmental Consulting, LLC visited the approximate 2.43-acre <br /> property located at 2924 100th Street SE in the City of Everett, Washington. The site is further <br /> located as a portion of Section 20, Township 28N, Range 05E, W.M. The parcel number for this <br /> property is 28052000101600. This purpose of this site visit was to assess regulated critical areas <br /> on and adjacent to the subject site and to assess existing site conditions to aid in preparing a <br /> mitigation plan for unauthorized critical areas impacts which occurred on the property. <br /> Access to this site is from the north via 100th Street SE which extends along the northern border <br /> of the property. A single family-home and with associated parking and yard areas are located in <br /> the northeastern corner of this site. The remainder of this property is forested and contains a <br /> Type Ns stream that drains south through the center of the site. In the City of Everett, streams <br /> with buffers that are sparsely vegetated, un-vegetated, or are vegetated with invasive species <br /> receive larger buffers than are provided with buffers that are comprised of a relatively intact <br /> native vegetative community. In this case, the applicant is proposing to restore / enhance <br /> portions of the buffer with native trees and shrubs which will provide a relatively intact native <br /> plant community. <br /> In the City of Everett, Type Ns streams with buffers that contain a relatively intact native plant <br /> community receive a standard buffer of 50 feet. <br /> This report was prepared by Louis Emenhiser who also conducted the field-work. Louis is a <br /> certified Professional Wetland Scientist who holds a Masters Degree in Soil Science with a minor <br /> in botany, and has over twenty years of professional experience. <br /> PROJECT DESCRIPTION <br /> On November 13, 2020 the City of Everett issued the owners of this property a Notice of Violation <br /> (CE20-0055) for violations of EMC 19.37.040 (D) & (E) resultant from driving in the stream buffer <br /> and using this area for parking vehicles and storage. Based on our site assessment, no impacts to <br /> the stream occurred. However, it appears that a total of 3,040 square feet of buffer was impacted <br /> through the aforementioned activities. At the time of our November 18, 2021 site visit, the land <br /> disturbing activities have ceased and vegetation in the disturbed area has regenerated to invasive <br /> Himalayan blackberry (Rubus ormeniacus, Fac) and reed canarygrass (Phalaris arundinacea, <br /> FacW) under a canopy of black cottonwood (Populus balsamifera, Fac). The cottonwood are <br /> healthy and do not appear to have been impacted. <br /> As mitigation for the unauthorized impacts to 3,040 square feet of stream buffer on the subject <br /> site, the applicant is proposing to restore the disturbed area to a better than existing condition <br /> by removing invasive species and planting native trees and shrubs. <br /> Acre Environmental Consulting, LLC November 22, 2021 <br /> Buffer Mitigation Plan for 2924 100th Street SE Page 2 <br /> Everett, WA <br />
