Benyam Stephanos
From: Erik Emerson
Sent: Friday, May 25, 2018 10:00 AM
To: Benyam Stephanos
Cc: Teresa Weldon
Subject: RE: Comments?
Benyam,
My only comment is below. Other than the potential for water quality violations I don't see a need for further surface
water review since there's no development proposal.
Stormwater runoff from the stockpile must not cause or contribute to a violation of surface water quality standards
(Chapter 173-201A WAC),ground water quality standards (Chapter 173-200 WAC), sediment management standards
(Chapter 173-204 WAC), and human health-based criteria in the National Toxics Rule (40 CFR Part 131.36). Of particular
concern is the pH impact of the crushed concrete material. The applicant shall prepare a Surface Water Pollution
Prevention Plan (SWPPP)to ensure and document that water quality standards are not being violated. The Washington
State Department of Ecology's Construction Stormwater Pollution Prevention Plan requirements for an inactive site may
be used as reference, but application for coverage under the permit is not necessary. The SWPPP should include:
• Monthly sampling the pH of runoff from the crushed concrete stockpile for one year or until the pH of the runoff
is stabilized within the acceptable range of 6.5 to 8.5, whichever is longer.
• Sampling or other investigation to demonstrate that no other pollutants are being generated by other materials
within the stockpile which could violate water quality standards.
• Sampling locations and methodology
• Actions to be taken when pH exceeds the allowable range, including:
o Sampling weekly, or more frequently, until pH measurements are within the acceptable range
o Adaptive measures to be taken to prevent high pH runoff from entering surface waters
o Reporting of the exceedance to the City of Everett and when appropriate to the Washington State
Department of Ecology.Telephone or submit an electronic report to the applicable Ecology Region's
Environmental Report Tracking System (ERTS) number(or through Ecology's Water Quality Permitting
Portal [WQWebPortal]).
• Record keeping and reporting requirements including records of sampling results and adaptive measures taken.
Records shall be provided to the City of Everett for approval prior to ceasing sampling.
As an alternative to sampling the applicant may elect to fully cover the stockpile to limit rainwater contact with the
crushed material. The cover shall be sufficiently durable to ensure protection for the anticipated duration until the site is
redeveloped.
,— CELEBRATING Erik Emerson PE
125 Senior Surface Water Engineer I Public Works
YEARS P:425.257.89951 3200 Cedar Street, Everett,WA 98201
A story worth telling everettwa.gov/publicworks I Facebook I Twitter
Note:Emails and attachments sent to and from the City of Everett are public records and may be subject to disclosure pursuant to the Public
Records Act.
1
