The site is located within the Everett Smelter Site,where soils and groundwater typically contain arsenic, <br /> lead, or cadmium above state cleanup levels. The Everett Smelter Site Upland Area Final Cleanup Action <br /> Plan/Final Environmental Impact Statement(FCAP/FEIS,Ecology Nov. 1999, as amended), incorporated by <br /> reference and available at the City Planning department, describes and adequately analyzes the Everett <br /> Smelter Site conditions, land use, and cleanup plan, including protective measures ("institutional controls") <br /> to be used in areas where contamination may remain after cleanup. The applicant/proponent shall consult <br /> with the Snohomish Health District or Washington State Department of Ecology regarding soil excavation, <br /> management and disposal,if any, and any required sampling of on-site soil to assure that surface soils (top <br /> two feet)meet FCAP/FEIS or other applicable standards. <br /> Planning Department Comments--Teresa Weldon—425.257.8731 <br /> 1. Any future use or activity of this property requires consultation with the Planning Department to <br /> determine if the future use or activity would be allowable on the site. <br /> 2. A portion of the property is located within the Shoreline Overlay Zone. Currently there are no proposed <br /> developments or improvements within this zone that trigger a Substantial Development Permit. No <br /> substantial development shall be undertaken on the shorelines of Everett without first obtaining a <br /> shoreline permit.No outdoor storage of any materials,trailers or structures are allowed within this area. <br /> Do not disturb the soil or place fill within this area without first consulting with the Planning <br /> Department. Substantial development is defined in RCW 90.58.030(3)(e). <br /> 3. The environmental review under SEPA17-022 will remain valid and conditions/requirements will need to <br /> be met if the material is to remain. <br /> Public Works—Benyam Stephanos—425.257.7813 <br /> A review of this project by the Engineering/Public Services Department indicates that the following <br /> conditions should apply: <br /> 1. A Public Works Permit is required for this project. Detailed drawings in accordance with City Design <br /> and Construction Standards shall be submitted to the Public Works Department, showing site parking <br /> layout, landscaping, utilities, storm drainage, temporary construction erosion control, and all required <br /> improvements in the public right-of-way. Public Works Department approval of these drawings is <br /> required prior to any permits being issued. All improvements shall be completed, approved and <br /> warranted before the Occupancy Permit is issued/final approval is granted. <br /> 2. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> 3. Stormwater shall be managed in accordance with the City's 2010 Storm water Management Manual". <br /> 4. City streets and alleys are to be kept clear of dirt and debris at all times during construction. Dust <br /> suppression and street cleaning must occur as directed by the Public Works Inspector. <br /> 5. Lack of comment on the plans submitted with the application does not constitute approval of these plans. <br /> 6. All exposed ground must be reseeded within 30 days of the completion of construction.
