EXECUTIVE SUMMARY <br /> Cataylst Capital Holdings, LLC retained Terracon Consultants (Terracon) to conduct a <br /> regulated building materials assessment of the View Ridge Plaza project site, located at <br /> 220 Olympic Boulevard in Everett, Washington. Terracon's representatives, Mr. Jacob <br /> Iverson, Mr. Daniel Sheppard, and Ms. Derica Escamilla conducted the assessment on <br /> June 15-17, 2020, and July 1, 2020. The scope of the services provided is described in <br /> Terracon Proposal Number P81207277 dated May 20, 2020. <br /> Terracon assessed the building for the following regulated building materials: <br /> • Asbestos-containing materials (ACM); <br /> • Assumed asbestos-containing materials; <br /> • Lead-containing coatings (paints); <br /> • Mercury-containing light tubes, switches, and thermostats; <br /> • Suspected high-intensity discharge (HID) lamps; and <br /> • Suspected PCB-containing fluorescent light ballasts. <br /> One hundred eighty-five bulk samples of suspect asbestos-containing materials were <br /> collected and analyzed using Polarized Light Microscopy (PLM). Twenty-six materials <br /> were found to contain greater than one percent asbestos, two material was assumed to <br /> contain asbestos. <br /> Sixteen paint chip samples were collected and analyzed for total lead content. Three of <br /> the paint chip samples were found to contain detectable levels of lead. <br /> Mercury-containing building components were observed. HID lamps were identified on the <br /> exterior of the building.
