3. The amendments to the City's Multiple Family Housing Property Tax Exemption <br /> regulations are consistent with State law and the City's Growth Management <br /> Comprehensive Plan . <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES HEREBY ORDAIN: <br /> Section 1. Section 2 of Ordinance No. 2347-98, as amended (EMC 3.78.020), which <br /> reads as follows: <br /> Purpose. It is the purpose of this chapter to encourage increased residential housing in <br /> keeping with the goals and mandates of the Growth Management Act (Chapter 36.70A <br /> RCW) so as to stimulate the construction of new multifamily housing and the <br /> rehabilitation of existing vacant and underutilized buildings for multifamily housing in <br /> the city's urban center having insufficient housing opportunities. <br /> Is hereby amended to read as follows: <br /> Purpose. It is the purpose of this chapter to encourage increased residential housing, <br /> including affordable housing opportunities, in keeping with the goals and mandates of the <br /> Growth Management Act (Chapter 36.70A RCW) so as to stimulate the construction of <br /> new multifamily housing and the rehabilitation of existing vacant and underutilized <br /> buildings for multifamily housing in the city's urban center having insufficient housing <br /> opportunities. <br /> Section 2. Section 3 of Ordinance No. 2347-98, as amended (EMC 3.78.060), which <br /> reads as follows: <br /> A. "City" means the city of Everett, a municipal corporation and political subdivision. <br /> B. "Director" means the director of the city of Everett's department of planning and <br /> community development or authorized designee. <br /> C. "Owner" means the property owner of record. <br /> D. "Multifamily housing" and "multiple-unit housing" area used synonymously in <br /> this chapter and mean a building having the number of dwelling units specified in EMC <br /> 3.78.070.D.3 that are not designed or used as transient accommodations, not including <br /> hotels and motels, and designed for permanent residential occupancy resulting from new <br /> construction, rehabilitation or conversion of a vacant, underutilized or substandard <br /> building to multifamily housing. <br /> E. "Permanent residential occupancy" means multifamily housing that provides either <br /> owner occupant housing or rental accommodations that are leased for a period of at least <br /> one month on a nontransient basis. This excludes accommodations that offer occupancy <br /> on a transient basis such as hotels and motels that predominately offer rental <br /> accommodations on a daily or weekly basis. <br /> 2 <br />
