Five bids were received(see attached bid <br /> summary). <br /> The project includes turf removal,underlayment, drainage and accessibility improvements, lighting and <br /> field marking upgrades, and synthetic turf replacement. The engineer's estimate for the project, excluding <br /> sales tax, was $2,855,771.00. Staff has determined that Premier Field Development of Snohomish is the <br /> lowest responsive and responsible bidder in the amount of$2,860,100.00, plus Washington State sales tax. <br /> The bid from Premier contained a minor irregularity.The bid instructions required that the bidder include <br /> signed copies of all bid addenda when bidding. This bid call had one addendum,and Premier did not include <br /> a signed copy of that addendum with its bid. However, Premier acknowledged receipt of the addendum on <br /> its bid proposal form, and used the updated forms from the addendum in its bid. Because of this, it is clear <br /> under state and federal procurement law that the omission is immaterial and the City may waive the <br /> irregularity and accept the Premier bid. <br /> RECOMMENDATION (Exact action requested of Council): <br /> Waive immaterial irregularity and award the construction contract for the synthetic turf replacement and <br /> renovation project on Kasch Park multipurpose fields 2 and 3 to Premier Field Development in the amount of <br /> $2,860.100.00,plus Washington State sales tax. <br /> 27 <br />
