Seven bid proposals were received. The lowest bidder failed to meet the Disadvantaged Business Enterprise (DBE) participation goals due to a mathematical error and WSDOT deemed the bid non-responsive. Marshbank Construction of Lake Stevens, Washington, submitted the lowest responsive bid in the amount of $2,758,753. The project will include signal improvements, expanded turn lanes with improved radii at key intersections, pedestrian facilities and ADA improvements. The funding sources for this project are as follows: STPUL—Federal Grant $ 1,864,304 Connecting WA— State Funds 1,500,000 Port of Everett 430,000 Freight Mobility Strategic Investment Board 400,000 Fund 119— Street Improvements 290,960 Total Funds $ 4,485,264 RECOMMENDATION (Exact action requested of Council): Award the contract bid for the 41'1 Street to West Marine View Drive Corridor Improvements Project to Marshbank Construction of Lake Stevens, Washington, in the amount of$2,758,753, including Washington State sales tax. 35
