These biosolids have high lead levels, a pollutant that is regulated by State and Federal Biosolids Regulations, and must be properly disposed of. This project will run concurrently with the 2015 Biosolids Removal Project, expected to begin in May of 2016. Two bids were received at the bid opening on March 22, 2016. Karl Needham Enterprises Inc. was the lowest responsive bidder with a bid of$664,492.92. RECOMMENDATION (Exact action requested of Council): Award the 2016 Biosolids Disposal Project Contract to Karl Needham Enterprises Inc., for transport and disposal of biosolids from the Water Pollution Control Facility, in the amount of$664,492.92 including Washington State sales tax. 37
