The National Incident Management System (MMS) identifies concepts <br /> and principles that answer how to manage emergencies from <br /> preparedness to recovery regardless of their cause, size, location, or <br /> complexity. NIMS provides a consistent, nationwide approach and <br /> vocabulary for multiple agencies or jurisdictions to work together to build, <br /> sustain, and deliver the core capabilities needed to achieve a secure and <br /> resilient nation. <br /> b. Consistent implementation of NIMS provides a solid foundation across <br /> jurisdictions and disciplines to ensure effective and integrated <br /> preparedness, planning, and response. NIMS empowers the components <br /> of the National Preparedness System, a requirement of Presidential <br /> Policy Directive (PPD)-8, to guide activities within the public and private <br /> sector and describes the planning, organizational activities, equipping, <br /> training and exercising needed to build and sustain the core capabilities in <br /> support of the National Preparedness Goal. <br /> c. The Subrecipient agrees that in order to receive FFY 2015 federal <br /> preparedness funding, to include HSGP, NIMS compliance requirements <br /> for 2015 must be met. <br /> B. HSGP SPECIFIC REQUIREMENTS <br /> 1. 15HSGP stipulates the following for overall grant funding; specific caps or <br /> thresholds for this Agreement may differ: <br /> a. Up to 5% percent of the HSGP award received by the County may be <br /> used for management and administrative purposes directly related to <br /> administration of the HSGP grant. The maximum percentage of the Grant <br /> Agreement Amount that may be used by the Subrecipient for <br /> management and administration costs under this Agreement is identified <br /> in the Budget (Exhibit E), and may be less than, but will not exceed, the <br /> maximum 5%. <br /> b. At least 25% of the combined HSGP award allocated under SHSP and <br /> UASI are to be dedicated towards law enforcement terrorism prevention <br /> activities (LETPA). The LETPA percentage of the Grant Agreement <br /> Amount that must be met as a minimum requirement of this Agreement <br /> by the Subrecipient is identified in the Budget (Exhibit E) and may differ <br /> from the combined 25% requirement. <br /> c. The combined total of personnel expenses may not exceed 50% percent <br /> of the HSGP award received by the County unless a Personnel Cap <br /> Waiver has been received from DHS. The maximum percentage of the <br /> Grant Agreement Amount that may be used by the Subrecipient for <br /> personnel expenses under this Agreement is identified in the Budget <br /> (Exhibit E) and may differ from the 50% HSGP limit. <br /> 2. SHSP-funded projects must address high-priority preparedness gaps across all <br /> core capabilities where a nexus to terrorism exists. All supported investments <br /> are based on capability targets and gaps identified during the assessment <br /> process. <br /> 3. The Subrecipient shaJU use HSGP funds only to perform tasks as described in the <br /> Work Plan, as approved by the County and Deparirnentt, and in compliance vvith <br /> this Agreement. <br /> 65 <br /> DHS-EMD—Snohomish Co.
