<br />20 <br /> <br /> <br />in a meeting by such means is deemed to be present in person at the meeting for all purposes <br />including, but not limited to, establishing a quorum. <br />SECTION 8. ANNUAL AGENCY REPORT. <br />a. Contents. The Executive Director shall prepare an Annual Agency Report <br />no later than April of each year. The report shall include a description of: <br />i. Activities of Snohomish County 911 for the previous calendar year; <br />ii. The proposed work program and significant events in the current <br />calendar year; financial condition of Snohomish County 911; <br />iii. Results of Governing Board adopted performance benchmarks; and <br />iv. The proposed budget policy for the upcoming year. <br />b. Availability. The Executive Director shall ensure that the Annual Agency <br />Report is distributed to the Governing Board and Principals and made available the general <br />public each year. <br /> <br />SECTION 9. EXECUTIVE DIRECTOR. <br />The Governing Board shall be responsible for the appointment and termination of the <br />Executive Director. An interim Executive Director may be appointed to serve in such <br />capacity until a permanent Executive Director is appointed by the Governing Board. A <br />Supermajority Vote of the Governing Board is required to appoint the Executive Director <br />of Snohomish County 911. <br />The Executive Director shall be responsible to the Governing Board and shall advise it <br />from time to time on a proposed budget and other appropriate matters in order to fully <br />implement the purposes of this Agreement. The Executive Director shall administer <br />Snohomish County 911 in its day-to-day operations, including but not limited to: approving <br />and overseeing the administration of all operating procedures and public records <br />management procedures consistent with Governing Board policies; and appointing <br />persons to fill other staff positions in the Snohomish County 911 and overseeing the <br />evaluation and discipline, hiring and firing of employees, and administration of collective <br />bargaining agreements and other personnel contracts consistent with Governing Board <br />policies.
