Section B: Site and Goals <br /> The following Waterfront Place Central Design Guidelines are intended to be administered and <br /> approved by the Everett Planning and Community Department as an addendum to and <br /> compliment to the Planned Development Overlay (PDO) Ordinance and Development <br /> Agreement including the Waterfront Place Standards and Guidelines. The Guidelines present a <br /> range of design solutions and approaches to achieve a high quality implementation of the <br /> development goals. These goals focus on making Waterfront Place Central a pedestrian <br /> oriented, mixed use development with extensive public access and open space. <br /> The Guidelines will be used to guide site development based on the Waterfront Place Central site <br /> master plan developed by the Port of Everett. The Guidelines are intended to create a high <br /> standard of site function, appearance, and public access. The Guidelines and Standards provide a <br /> baseline of quality that will foster, rather than preclude or discourage creative or innovative <br /> solutions and approaches. Built-in flexibility will ensure that equal or better solutions than those <br /> depicted can be explored by development teams. <br /> Waterfront Place Central will be transformed to incorporate its traditional use as a "working <br /> waterfront" into a new and vibrant waterfront destination community. Although maritime <br /> commercial services will remain, they are consolidated north of 13th Street with a new boat <br /> launch and haul out ramp. This consolidation is making way for new retail, office, and residential <br /> uses, as well as the addition of significant public spaces and access. A new 2-acre waterfront <br /> park and a public Esplanade that wraps the water's edge are major components of the public <br /> access improvements. Another important new amenity is the recent development of a new <br /> marina on the north side of the pier in the North Basin. On the other side of the wharf to the <br /> south is the Central Marina, which is undergoing major improvements. <br /> Development and Community Goals <br /> The following goals represent the City, Port, and community's vision for Waterfront Place <br /> Central. <br /> • Create a pedestrian-friendly waterfront destination <br /> • Provide public space and access to the waterfront <br /> • Link the City of Everett to the waterfront with connections to Waterfront Place Central <br /> • Maintain and enhance view corridors <br /> • Develop a mix of uses for a diverse and vibrant community <br /> • Retain and expand existing maritime uses <br /> • Create strong site and building interrelationships <br /> • Integrate Sustainable Design Practices to create a healthy community <br /> 2014 Waterfront Place Central Supplemental Design Guidelines - 10- <br />
