Section C: Master Plan <br /> of an old time wharf. At the southern edge of the wharf, there are brightly colored open-air fish <br /> market stalls. Along water's edge at Fisherman's Harbor and on the visitor docks, there are <br /> places for people to sit and watch fisherman come into port and unload their hauls. The central <br /> gathering point and heart of the Waterfront Place project is Pacific Rim Plaza near 14th Street, a <br /> 1-acre formal park adjacent to a 120 room hotel, and the jewel of this district where an <br /> Archimedes Screw water feature is always the star of the show. Water pulled from the bay <br /> through the power of wind as a sail pivots to draw water up through a spinning and lighted globe <br /> symbolizing the community's international significance. The plaza features monuments to <br /> significant community partners (like sister cities, tribal nations, etc.) and provides ample room <br /> for large ceremonies and weddings. At the gateway along 13th Street, visitors are welcomed by <br /> flags of the Port of Everett's international trading partners. The flags symbolize the importance <br /> and the long history of international commerce with nations such as Japan, South Korea, Russia, <br /> China, and Canada and the Port of Everett. When special events occur or an international trade <br /> partner visits Port, all the flags will be switched to the flag of that nation, or, similarly to U.S. <br /> flags to welcome home Naval Station Everett's ships Along the waterfront, the walking path <br /> connects to an elevated patio for restaurants along the water, and two gang planks allow visitors <br /> to walk among fishing vessels and a guest moorage dock. A small boat course provides leisurely <br /> entertainment through dingy and radio operated sailboat regattas. Along Seiner Wharf, seiner <br /> boats will be moored with the names of their captains, length of home porting and ship name on <br /> plaques. This district is the early stage, and anticipated to support the establishment of this new <br /> mixed use market here. It is anticipated that construction could begin here as early as 2015 and <br /> would take about three years to construct. <br /> The Esplanade <br /> An esplanade is defined as a long, ,l <br /> open, level area, next to a river or . ` _ <br /> large body of water, where people "-�- 4 ''' <br /> may walk. Wrapping around the ' <br /> central pier, Waterfront Place = <br /> features just such a place. The 0_ ! "' `'t <br /> Esplanade is a primary unifying <br /> environmental element in the <br /> project. Those taking the long <br /> walk or bike ride around The <br /> Esplanade will find a variety of <br /> sights, including ground floor <br /> shops, townhomes, restaurants, Figure 6 Visitors Enjoy the Esplanade Interpretive Signs <br /> water and park views and more in <br /> areas adjacent to it. The Esplanade commences at 14th Street and the Pacific Rim Plaza and <br /> wraps all the way around the central pier to the Craftsman District. Along these walkways <br /> seating areas, vistas and landscaping provide a continuous means for public access and <br /> circulation. Streets in The Esplanade share portions of Millwright Loop, which is a general <br /> circulation road type G and E with parking. Also in the southern portion, 72-hour parking <br /> supported with loading areas provide critical access to boaters. On the northern portion, a <br /> parking court and street parking. Pedestrians connect through the project along connections from <br /> The Esplanade, walking safely over sidewalks and crossings offset by material, color and texture <br /> from street pavement. Further afield, The Esplanade connects visitors into surrounding areas in <br /> Waterfront Place North and South along connections to the existing three-marina trail <br /> 2014 Waterfront Place Central Supplemental Design Guidelines -21- <br />
