"Transportation improvement" means either a local transportation improvement, a transportation system improvement, or an improvement that is both a local and system improvement. "Transportation network" means all facilities and means of transportation used by the public in the City or in areas affected by project traffic, including land, air, and waterborne traffic. "Transportation system improvement" means public facilities that are included in the capital facilities plan or identified by the traffic analysis and are designed to provide service to service areas within the community at large, in contrast to local transportation improvements. "Trips"means inbound and outbound trips. Section 19: Repealer Ordinance Nos. 1670-89, 1733-90, 1754-90, 1781-91, 1833-91, 1910-92, 1967-93,2112-95, 2154-96, 2193-96, 2220-97, 2301-98, 2350-98 are hereby repealed and superseded by this ordinance. Section 20: Severability If any section, sentence, clause, or phrase (i.e., provision) of this ordinance or its application to any person or circumstance is held invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect the validity or constitutionality of any other provision, and the remainder of this ordinance, or the application of such provision to other persons or circumstances, shall not be affected. Section 21: Effective Date The Council finds that this ordinance is necessary for the immediate preservation of the public peace, health and safety and the public welfare.
