Section 2: Location of definitions and usage <br /> Definitions and usage for purposes of this chapter are found in section 18 of this chapter. Defmitions of <br /> these terms are found in Section 18 of this chapter. <br /> Section 3: When a fee to mitigate transportation impacts is required <br /> A project that will generate ten(10) or more average daily vehicle trips is required to pay a fee to <br /> mitigate for its impacts on the transportation system, as summarized on Table 2 and specified in <br /> sections 10 through 14 of this chapter. <br /> Section 4: When a traffic analysis is required <br /> The applicant shall provide the Responsible Official with a written traffic analysis as part of the <br /> City's project review process, which includes SEPA review, whenever a proposed project will <br /> generate fifty (50) or more additional peak hour trips, or if deemed necessary by the City <br /> Engineer. The traffic analysis shall be paid for by the applicant and shall be prepared by a <br /> licensed professional engineer or transportation planner with standing in the Institute of <br /> Transportation Engineers or is acceptable to the City Engineer. <br /> Section 5: When a traffic analysis is not required <br /> 5.1. The requirement to submit a traffic analysis does not apply to: <br /> 1. Proposed projects that generate fewer than 50 additional peak hour trips, except if <br /> deemed necessary by the City Engineer; <br /> 2. Proposed projects in the core area under section 16 of this chapter and Exhibit 1, <br /> except if deemed necessary by the City Engineer; <br /> 3. Proposals where SEPA review has already addressed project impacts or is not <br /> otherwise required under RCW 43.21C, WAC 197-11, and EMC 20.04; or <br /> 3 <br />
