Low Impact Development (LID) means a stormwater management strategy that emphasizes <br /> conservation and the use of existing natural site features integrated with distributed, small-scale <br /> stormwater controls to more closely mimic natural hydrologic patterns in developed settings. <br /> Section 2: Section 34.080 of Ordinance 1671-89, as amended (EMC 19.34.080), which reads <br /> as follows: <br /> Parking area design and construction. <br /> A. Paving, layout, striping, drainage, compact parking stalls, handicap parking stalls, parking <br /> stall sizes, aisle width and other construction details shall be in accordance with the construction <br /> standards of the city engineer. Off-street parking areas for all uses except agricultural uses shall <br /> be paved with a permanent durable surfacing as required by the city engineer. See Section <br /> 39.165 for other parking lot design requirements for transportation compatibility. <br /> B. Landscaping and screening for parking lots shall be in accordance with the standards of <br /> Chapter 35 of this title. Parking areas located on the roof of a building shall provide landscaping <br /> and screening as required by Chapter 35 if such parking area is visible from any abutting <br /> property. Parking of trucks or fleet vehicles is considered off-street parking for the purposes of <br /> calculating the parking lot interior landscaping required by Chapter 35. <br /> C. Internal vehicle and pedestrian circulation for parking lots shall be approved by the <br /> planning director and traffic engineer. Parking lot circulation shall allow for access so <br /> pedestrians and wheelchairs can easily gain access from public sidewalks and bus stops to <br /> building entrances through the use of pedestrian paths which are physically separated from <br /> vehicle traffic and maneuvering areas. In shopping center parking lots containing more than one <br /> hundred spaces, such pedestrian/wheelchair paths shall be a minimum of five feet wide and <br /> constructed in a manner that they cannot be used as a holding area for shopping carts. <br /> D. Access driveways for parking areas shall be located so as to cause the least possible <br /> conflict with vehicular and pedestrian traffic on public rights-of-way. The planning director and <br /> traffic engineer shall have the authority to restrict the number, size and location of access <br /> driveways to private parking areas. <br /> E. The traffic engineer may require joint use of driveways by more than one property. <br /> F. Handicap parking stalls shall meet the requirements of Washington State Regulations for <br /> Barrier Free Facilities (Chapter 51-10 WAC). <br /> G. Parking lot illumination shall be provided for all parking lots containing more than ten <br /> parking spaces, and shall be designed and constructed so as to: <br /> 1. Provide security lighting to all parking spaces; <br /> 2. Be shielded in a manner that does not disturb residential uses. <br /> Is hereby amended to read as follows: <br /> Parking area design and construction. <br /> A. Surfacing, layout, striping, drainage, compact parking stalls, accessible parking stalls, <br /> parking stall sizes, aisle width and other construction details shall be in accordance with the <br /> construction standards of the city engineer. Off-street parking areas for all uses except <br /> agricultural uses shall be surfaced with a permanent durable surfacing appropriate for the soil <br /> type, use, and associated vehicular traffic.
