D. Access driveways for parking areas shall be located so as to cause the least possible conflict with vehicular and pedestrian traffic on public rights-of-way. The planning director and traffic engineer shall have the authority to restrict the number, size and location of access driveways to private parking areas. E. The traffic engineer may require joint use of driveways by more than one property. F. Accessible parking stalls shall meet the requirements of Washington State Regulations for Barrier Free Facilities (Chapter 51-50 WAC). G. Parking lot illumination shall be provided for all parking lots containing more than ten parking spaces, and shall be designed and constructed so as to: 1. Provide security lighting to all parking spaces; 2. Be shielded in a manner that does not disturb residential uses. 3. Parking area lighting fixtures shall be full cut-off(0% candlepower at 90 degree horizontal and 10% maximum candlepower at 80 degrees from vertical), dark sky rated, and mounted no more than 30 feet above the ground, with lower fixtures preferable so as to maintain a human scale.
