The source of funds for the project is 2025 Limited-Tax General <br />Obligation (LTGO) Series B bond proceeds. The funding needed for the construction of the Later <br />Phase Eclipse Mill Park project is $4,400,000. <br />Project summary statement: <br />The work at Eclipse Mill Park will develop the waterside portion of the future park, the site of a <br />former lumber mill. Completed amenities include a river overlook deck, gangway and personal <br />watercraft floating boarding dock on the Snohomish River, debris deflector, and access trail in the <br />lowland park area. <br />The project will lay back and stabilize the riverbank and install stone column ground <br />improvements. Relic timber piles, concrete debris, and other associated debris will be removed <br />from the riverbank. The shoreline will be restored with native plantings and aquatic habitat <br />which will be enhanced with streambed sediment and large woody debris. <br />Recommendation (exact action requested of Council): <br />Adopt an Ordinance creating a special improvements project entitled “Later Phase Eclipse Mill <br />Park”, Fund 308, Program 083, to accumulate construction costs for the Eclipse Mill Park Project <br />in the amount of $4,400,000. <br />City Council Agenda Item Cover Sheet <br />CB 2504-25
