<br />1 <br /> <br /> <br /> <br /> AMENDED AND RESTATED SNOHOMISH COUNTY REGIONAL PUBLIC <br />SAFETY COMMUNICATIONS AGENCY INTERLOCAL AGREEMENT <br />THIS AMENDED AND RESTATED SNOHOMISH COUNTY REGIONAL PUBLIC <br />SAFETY COMMUNICATIONS AGENCY INTERLOCAL AGREEMENT <br />(this “Agreement”), incorporating all exhibits hereto, is authorized by the parties to the <br />Snohomish County Regional Public Safety Communications Agency Interlocal Agreement <br />effective as of June 20, 2024. <br />RECITALS <br />WHEREAS, pursuant to chapters 24.03 and 24.06 of the Revised Code of Washington <br />(“RCW”), the Snohomish County Regional Public Safety Communications Agency <br />Interlocal Agreement, deemed adopted and effective as of January 1, 2018, including the <br />exhibits thereto (the “Original Agreement”), and the Articles of Incorporation Due to <br />Consolidation filed on October 18, 2017 (the “Articles of Consolidation”), the governing <br />boards of the Southwest Snohomish County Public Safety Communication Agency, a <br />municipal instrumentality of its members, jointly organized by such members as a <br />nonprofit corporation under chapter 24.03 RCW as expressly authorized by <br />RCW 39.34.030(3)(b) (“SNOCOM”), and the Snohomish County Police Staff and <br />Auxiliary Services Center, a municipal instrumentality of its members, jointly organized <br />by such members as a nonprofit corporation under chapter 24.06 RCW as expressly <br />authorized by RCW 39.34.030(3)(b) (“SNOPAC”), voted to consolidate SNOCOM and <br />SNOPAC into a new single corporation under chapter 24.06 RCW known as the <br />“Snohomish County Regional Public Safety Communications Agency” (“Snohomish <br />County 911”); and <br />WHEREAS, the governing boards of Snohomish County 911 and the Snohomish County <br />Emergency Radio System, a municipal instrumentality of its members, jointly organized <br />by such members as a nonprofit corporation under chapter 24.06 RCW as expressly <br />authorized by RCW 39.34.030(3)(b) (“SERS”), voted to merge SERS into Snohomish <br />County 911 effective January 1, 2019; and <br />WHEREAS, Snohomish County 911 provides emergency communication services on <br />behalf of its member agencies throughout Snohomish County; and <br />WHEREAS, the Original Agreement was amended on August 2, 2018; September 19, <br />2019; November 21, 2019; August 20, 2020; and April 21, 2022; <br />WHEREAS, by this Amended and Restated Agreement effective as of the date stated <br />above, the Governing Board of Snohomish County 911 desires to create procedural
