<br />11 <br /> <br /> <br />viii. Upon a Supermajority Vote of the Governing Board (which <br />approval was received at the time of approval of this Agreement and shall become <br />effective as of the Merger Effective Date), providing services previously provided <br />by SERS together with all necessary or advisable additional services and actions <br />directly related to the Emergency Public Radio System. <br />b. Beginning January 1, 2022, Enhanced Police Records Services shall be <br />provided as an Additional Service to former SNOCOM Police Agencies in recognition of <br />those agencies’ prior receipt of those services from SNOCOM prior to the Consolidation <br />Effective Date. <br />c. Snohomish County 911 may also, when authorized by a Simple Majority <br />Vote of the Governing Board, provide Additional Services, when authorized by a Simple <br />Majority Vote for services offered directly to Participating Agencies or Supermajority Vote <br />for services offered to third parties that serve one or more Participating Agencies. <br />Additional Services will be offered by separate contract as optional services to <br />Participating Agencies or to third parties that serve one or more Participating Agencies. <br />Charges for Additional Services, if any, shall be accounted for separately and shall not be <br />included in the calculation of User Fees. <br /> SECTION 5. SNOHOMISH COUNTY 911 POWERS. <br />Snohomish County 911, through its Governing Board, shall have all powers allowed by <br />law for interlocal agencies created under RCW 39.34.030 and chapter 24.06 RCW, as they <br />now exist or may hereafter be amended, and as authorized, amended, or removed by the <br />Governing Board, as provided for in this Agreement, and including but not limited to the <br />following: <br />a. Recommend action to the legislative bodies of the Participating Agencies; <br />b. Review and approve budgets for Snohomish County 911; <br />c. Establish policies for expenditures of budget items for Snohomish County <br />911; <br />d. Review and adopt personnel policies for Snohomish County 911; <br />e. Review and approve operating policies and procedures for Snohomish <br />County 911, its programs and Emergency Communication Services provided pursuant to <br />this Agreement; <br />f. Establish a fund or special fund or funds as authorized by RCW 39.34.030 <br />for the operation of the Snohomish County 911;
