ACTION REQUESTED for Proposed <br />Amendments to the SNO911 <br />Interlocal Agreement <br /> <br /> <br /> Date: March 28, 2025 <br />To: Principals of Snohomish County 911 <br />From: <br />RE: <br />Terry Peterson, Deputy Director/Board Secretary <br />Legislative Action Requested – Updated Interlocal Agreement <br /> <br />Enclosed are proposed amendments to the Snohomish County 911 (SNO911) Interlocal Agreement <br />(ILA). These amendments have been reviewed and approved by the SNO911 Board and now require <br />formal approval from each Principal’s legislative body by May 15, 2025, unless this authority has <br />been delegated within your jurisdiction. <br /> <br />Summary of Proposed Changes <br />1. Expanded Contracting Authority: <br />The amendments authorize the SNO911 board to enter into contracts for Additional Services <br />with both member agencies and third parties (who serve member agencies). This adjustment <br />supports the collaborative efforts of the Snohomish County EMS Joint Task Force. <br />2. Preparation for Future EMS Partnership: <br />These changes support the newly established Snohomish County EMS Agency (SCEMSA). Once <br />operational, SCEMSA’s governing board is expected to negotiate a Service Level Agreement <br />(SLA) with SNO911 for the provision of: dedicated staff, support services (e.g., financial <br />management, HR, and IT), and office space within SNO911's future headquarters. The changes <br />do not bind SNO911 to enter into the agreement, but allow it to occur if and when the SNO911 <br />Board approves it in the future. <br />A redlined version of the ILA reflecting these updates is attached for your review. <br />Action is requested by your legislative body to approve the changes by May 15, 2025. <br /> <br />If you would like to provide comment to the Board, we welcome your participation. This item is on <br />the agenda for discussion at Regular Board Meetings in April 2025. The SNO911 Board Meets <br />Monthly on the third-Thursday of the month at 0830.
