2025 PAVEMENT MAINTENANCE OVERLAY SPECIAL PROVISIONS <br />PW# 3830 <br /> SP-45 March 26, 2025 <br /> <br />The Contractor may use up to 20 percent RAP by total weight of HMA with no additional 1 <br />sampling or testing of the RAP. 2 <br /> 3 <br />If the Contractor wishes to utilize High RAP/Any RAS, the design must be listed on the 4 <br />WSDOT Qualified Products List (QPL). 5 <br /> 6 <br />The grade of asphalt binder shall be as required by the Contract. Blending of asphalt 7 <br />binder from different sources is not permitted. 8 <br /> 9 <br />The Contractor may only use warm mix asphalt (WMA) processes in the production of 10 <br />HMA with 20 percent or less RAP by total weight of HMA. The Contractor shall submit to 11 <br />the Engineer for approval the process that is proposed and how it will be used in the 12 <br />manufacture of HMA. 13 <br /> 14 <br />Production of aggregates shall comply with the requirements of Section 3-01. 15 <br />Preparation of stockpile site, the stockpiling of aggregates, and the removal of 16 <br />aggregates from stockpiles shall comply with the requirements of Section 3-02. 17 <br /> 18 <br />5-04.2(1) How to Get an HMA Mix Design on the QPL 19 <br />If the Contractor wishes to submit a mix design for inclusion in the Qualified Products List 20 <br />(QPL), please follow the WSDOT process outlined in Standard Specification 5-04.2(1). 21 <br /> 22 <br />5-04.2(1)A Vacant 23 <br /> 24 <br />5-04.2(2) Mix Design - Obtaining Project Approval 25 <br />No paving shall begin prior to the approval of the mix design by the Engineer. 26 <br /> 27 <br />Nonstatistical evaluation will be used for all HMA not designated as Commercial HMA 28 <br />in the Contract documents. 29 <br /> 30 <br />Commercial evaluation will be used for Commercial HMA and for other classes of HMA 31 <br />in the following applications: sidewalks, road approaches, ditches, slopes, paths, trails, 32 <br />gores, prelevel, temporary pavement, and pavement repair. Other nonstructural 33 <br />applications of HMA accepted by commercial evaluation shall be as approved by the 34 <br />Project Engineer. Sampling and testing of HMA accepted by commercial evaluation will 35 <br />be at the option of the Project Engineer. The Proposal quantity of HMA that is accepted 36 <br />by commercial evaluation will be excluded from the quantities used in the determination 37 <br />of nonstatistical evaluation. 38 <br /> 39 <br />Nonstatistical Mix Design. Fifteen days prior to the first day of paving the Contractor 40 <br />shall provide one of the following mix design verification certifications for Contracting 41 <br />Agency review; 42 <br /> 43 <br />· The WSDOT Mix Design Evaluation Report from the current WSDOT QPL, or 44 <br />one of the mix design verification certifications listed below. 45 <br />· The proposed HMA mix design on WSDOT Form 350-042 with the seal and 46 <br />certification (stamp & signature) of a valid licensed Washington State 47 <br />Professional Engineer. 48
