The money in the grant, "Everett School District: Everett Memorial Stadium" was legislatively intended for the Everett <br />School District: Everett Memorial Stadium, not a "New Stadium." Changing the words to "New Stadium" does not appear <br />to be correcting an error, as was written by Representative Julio Cortes of the 38th district. It appears to be a conscious <br />planned effort on the part of interested parties to include the words, "New Stadium." <br /> <br />2). In total, $18.8 million of the $24 million, or 78% of the 2023 "youth athletic facility account," is targeted for stadium <br />requirements that are contractually demanded by Major League Baseball (MLB), Minor League Baseball (MiLB), and the <br />Major League Baseball Players Association (MLBPA). <br /> <br />The Youth athletic facility account is inappropriately paying for MLB, MiLB, and MLBPA design costs, pre construction <br />activities, and costs that are not for the express purpose of the Everett School District: Everett Memorial Stadium grant. <br /> <br /> <br /> <br />3). The contract for the new stadium has not been executed by the State of Washington's Capital Projects Advisory <br />Review Board (CPARB). <br /> <br />The Capital Projects Advisory Review Board (CPARB) should disapprove funding for the "Everett School District: Everett <br />Memorial Stadium" project, not allow the contract to be executed, and return the funding to the youth athletic facility <br />account under subsection (4) of RCW 43.99N.060. <br /> <br />Thank you. <br /> <br />Best Regards, <br /> <br />John E.
