Capital Projects Advisory Review Board <br /> <br />Dear Members of The Capital Projects Advisory Review Board (CPARB), <br /> <br />I received the following email from the Department of Commerce on Friday, May 9, 2025 10:27 AM. <br /> <br />****************** <br />"John, it was good speaking with you, and I believe I understand what you are looking for. <br /> <br /> <br />There is no funding name “Minor League Baseball Publicly Owned Stadium Improvement Fund.”, but there is a fund <br />named Public Facility Improvement Fund that was appropriated through the youth athletic facility account. <br /> <br /> <br /> <br />The 2023 Regular Session Engrossed Substitute Senate Bill 5200, Section 1038 Public Facility Improvement Fund <br />appropriated $24,000,000.00 of the youth athletic facility account – state appropriation for the following list of projects: <br /> <br />... <br /> <br />City of Everett: Old Name: Everett School District: Everett Memorial Stadium New Stadium (New name approved in ESSB <br />5949, Section 1035) <br />Awarded $7,400,000 <br />Funds have been awarded; contract has not been executed" <br /> <br />*************************** <br /> <br />The actual ESSB 5949, Section 1035 looks like this: <br /> <br /> <br />City of Everett ((School District: Everett Memorial ‐ <br /> <br />The "School District: Everett Memorial is xxx'ed out and in it's place is the New Stadium)): <br /> <br />New Stadium. . . . . . . . . . . . . . $7,400,000 <br /> <br /> <br />It appears the New Stadium is taking $7,400,000 from the School District: Everett Memorial account appropriation and <br />re‐assigning it to "New Stadium" <br /> <br />I do not know exactly what the "youth athletic facility account" is for, but it seems a bit of a stretch to use the "youth" <br />account to meet stadium requirements that are contractually demanded by Major League Baseball (MLB), Minor League <br />Baseball (MiLB), and the Major League Baseball Players Association (MLBPA). <br /> <br />p. 75 ESSB 5949.SL continues: <br /> <br />If the department finds the grantee to be out of compliance with provisions of the contract, the grantee shall repay to <br />the state general fund the principal amount of the grant plus interest... <br /> <br />I am guessing the grantee would be the City of Everett. <br /> <br />The "New Stadium" contract is not yet approved. <br />
