I
ZAP ENERGY
Hazardous Materials Report Cover Sheet
In contrast to nuclear fission reactions, fusion does not produce highly radioactive, long lived
nuclear waste from the spent nuclear fuel. The radiation that the wall is intended to screen
does not come from a material source. The neutron radiation comes from an electrical current
reaction, where plasma is compressed, the atoms fuse together, and as a result ejects
neutrons. The neutrons are only generated when the electrical current is flowing, and this
duration is measured in milliseconds. When the reaction is over, there is no material remaining
that generates radiation. The conditions required to start and maintain a fusion reaction make
a fission-type accident or nuclear meltdown based on a chain reaction impossible.
To address Architectural comment 1.b, Section 414.25 lists MAQ's of controlled substances,
and radioactivity is not a listed controlled substance. Similarly, section 307.1.2 Hazardous
Materials Definitions does not list radioactivity as a hazard category. Radioactive processes
and their safety are under the jurisdiction of the Department of Health. Fusion devices are
regulated as a particle accelerator, and I have included our business license with the
appropriate endorsements for reference.Accordingly, our Radiation Safety Officer, Pi-En Tsai,
is in close communication with the DOH to verify that our process meets or exceeds all
applicable rules and regulations. We would be happy to connect City of Everett
representatives with our WA Department of Health representatives that review and approve
our radiation-related business license endorsements.
As relevant background material that supports our license from the WA DOH,the following
document"Everlab Facility Shielding Plan for FuZE and FuZE-Q Operation", is attached to
provide transparency to our process and safety planning. The intent of this document is to
analyze and address the radiation generated from the FuZE devices with the existing floor
supported shielding plan. This plan has been submitted and reviewed by the Department of
Health (DOH).The current level of neutrons generated by the FuZE devices are 100 times
below the design point for the shield wall design. The permit application is for further
additions to upgrade the current shield wall design in preparation for the future FuZE devices'
performance improvement.
In response to Architectural comments 1.a and 1.c, we work with the WA Department of Health
to ensure we stay in compliance with all requirements for radiation safety and potential
exposure to public areas. As these aspects fall under DOH jurisdiction, we would be happy to
ask our DOH representatives to provide any further validation of our radiation safety
compliance that the City of Everett may need.
The Department of Health is planning to walk on Thursday 11/14/24 as a routine check in.The
city of Everett is welcomed to join us and meet the DOH as well as our lead scientists to
understand more about the process.
Charity MacDowell,
Sr. Construction Coordinator
Zap Energy 1 5901 23rd Dr.W,Suite 100 1 Everett I WA 98203
425.321.1446 1 reachout@zap.energy I www.zap.energy
