The Building permit application should include construction level drawings for the entire house showing all work <br />performed. The drawings should include framing plans as needed based on modifications that impact the load paths. I <br />recommend that the owner consider obtaining the services of a design professional (e.g, architect, engineer, etc.) as the <br />impacted framing and load paths are often not apparent to a non-professional. Any structural modifications that do not <br />comply with the prescriptive limitations of the IRC will require structural drawings to be sealed and signed by a <br />professional engineer licensed in the state of Washington. Documents providing information on code requirements and <br />drawing preparation are attached. <br />Unpermitted conditions appear to include but are not limited to: <br />1. Reconstruction of the stair case. <br />2. Removal and construction of walls on the first and second stories, including but not limited to the Kitchen (e.g., <br />laundry area, etc.) and new bedroom/office. <br />3. Demolition of the ceiling in the vicinity of the stairway. Note that this potentially impacts the structural integrity <br />of the roof system. <br />4. Creation of a new bedroom that required both an egress window and additional smoke and CO <br />alarms. Reconfiguration of the smoke/CO alarm system throughout the house is required. <br />5. Replacement of the front door. The load bearing systems and possible modifications to the wall opening are not <br />clear. <br />6. Modifications to the electrical system throughout the house, including but not limited to the Kitchen, Bathroom, <br />new bedroom, and second story. <br />7. New plumbing fixtures in the Kitchen and Bathroom. <br />8. New exhaust systems in the Kitchen and Bathroom. <br />In addition, based on this work, the rear second story deck and modifications to the exterior wall of the house to create <br />a new doorway should be included as part of the unpermitted modifications. As stated in previous correspondence, the <br />available documentation and observable construction strongly indicate that the deck was installed between 1994 and <br />2001; the CoE permit records do not show that permits where obtained in this time period. The previous determination <br />to regard this as an older legal condition were based on the understanding that the house was generally consistent with <br />the original construction, which has subsequently been discovered to be incorrect.
