The submitted bid significantly exceeds the engineer’s estimate of <br />$1,964,138.30. <br />To ensure responsible stewardship of resources through a competitive bid environment, the <br />department recommends we reject the sole bid and authorize a new call for bids. <br />Project will install a new water main to replace an existing water main that has experienced <br />recent breaks. The existing pipeline is suspended from I-5 bridge at the Snohomish River, making <br />access to the pipeline for repairs challenging. The upgrade will ensure reliability of water service <br />for existing customers and future development. <br /> <br />Recommendation (exact action requested of Council): <br />Reject the bid received on March 13, 2025, for the Water Main Replacement “Y” – Phase 2 <br />project, and authorize a new call for bids. <br />
