Project summary statement: Bid proposals for the Water Main Replacement “Y” – Phase 2 project were opened on May 13, 2025, with one (1) bid proposal received for the project from Granite Construction Company with a bid of $2,659,244.81. The submitted bid significantly exceeds the engineer’s estimate of $1,964,138.30. To ensure responsible stewardship of resources through a competitive bid environment, the department recommends we reject the sole bid and authorize a new call for bids. Project will install a new water main to replace an existing water main that has experienced recent breaks. The existing pipeline is suspended from I-5 bridge at the Snohomish River, making access to the pipeline for repairs challenging. The upgrade will ensure reliability of water service for existing customers and future development.
