NOTICE TO CONTRACTORS <br />Notice is hereby given that sealed bids/proposals for the 2025 Federal Overlay, W Mukilteo Blvd <br />Glenwood Ave to Dogwood Dr will be received at the City Clerk, 1st Floor Everett Municipal Building, <br />2930 Wetmore, Everett, WA, 98201, until 2:00 p.m. on Tuesday, May 13, 2025. At this appointed time, <br />all bids/proposals will be opened and read aloud publicly via live streaming, or bidders may attend the <br />bid opening in person at 2930 Wetmore Ave, Suite 9E, Everett, WA 98201. The link to view the live <br />streaming bid opening can be found at: https://everettwa.gov/319/Procurement. <br />The engineers estimate for this project is $927,686.00, not including sales tax. <br />The project includes, is not limited to, the construction of up to 2,794 tons of Hot Mix Asphalt, Class ‰- <br />inch, PG 64-22, two inches (2) thick, on selected City streets, including grinding, utility adjustments, <br />such as manhole, catch basin, inlet, valve box, monument case and cover, striping, channelization, <br />traffic induction loops, and performing all other work as required by the contract. <br />Free-of-charge access to project bidding documents (plans, specifications, addenda, bidders list, and <br />other documents, if any) is provided to bidders, subcontractors, and vendors at www.bxwa.com by <br />clicking on "Posted Projects", "Public Works", and "City of Everett". This online plan room provides <br />bidders with fully usable online documents with the ability to: download, view, print, order full/partial <br />plan sets from numerous reprographic sources, and a free online digitizer/take-off tool. It is <br />recommended that Bidders Register in order to receive automatic e-mail notification of future <br />addenda and to place themselves on the Self-Registered Bidders List". Bidders that do not register <br />will not be automatically notified of addenda and will need to periodically check the on-line plan room <br />for addenda issued on this project. Contact Builders Exchange of Washington at (425) 258-1303 should <br />you require assistance with access or registration. <br />All bids/proposals must be made upon the City forms provided in the bidding documents and must be <br />accompanied by a bid bond or certified check or cashiers check in an amount not less than five percent <br />(5%) of the total amount of the bid/proposal, all in accordance with the bidding documents. A one <br />hundred percent (100%) performance bond (and a one hundred percent (100%) payment bond, as may <br />be required in the bidding documents), on form(s) provided by the City, will be required of the <br />successful bidder to guarantee faithful performance of the Contract. <br />The City reserves the right to reject any and all bids/proposals and to waive any irregularities or <br />informalities. Except as may be provided in the bidding documents, no bidder may withdraw its Bid <br />after the hour set for the opening thereof. <br />The bidder must submit a Bidders Questionnaire (WSDOT form 272-022), if applicable, with the <br />bid/proposal as required Special Provisions Section 1-02.6. Failure to do this may result in bid rejection <br />under Special Provisions Section 1-02.13. <br />The City further reserves the right to make the award as deemed in the best interest of the City. The <br />right is reserved by the City to postpone the award for a period of 45 days after bid opening. <br />The Contractor will be required to comply with all local, State, and Federal laws and regulations <br />pertaining to equal employment opportunities. <br />The City, in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to <br />2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that, in any <br />contract entered into pursuant to this advertisement, disadvantaged business enterprises will be <br />afforded full and fair opportunity to submit bids in response to this invitation and will not be <br />discriminated against on the grounds of race, color, or national origin in consideration for an award. <br />By order of the City Council, Everett, Washington.
