SAGE HOMES NORTHWEST, LLC <br />HARBORS EDGE DRAINAGE REPORT <br />AUGUST 2022 <br />1. PROJECT OVERVIEW <br />Harbors Edge proposes the development of four lots into twenty-five townhomes, along with the <br />associated roadways and utilities. The project site is located within the SE % of SW % of Section 34, <br />Township 29 North, Range 4 East, W.M. More specifically, the project is located within the City of Everett, <br />occupying Snohomish County Tax Parcels 00433600004802, 00433600004700, 00433600004600, and <br />00433600004500. The City of Everett has assigned the properties a zoning designation of Neighborhood <br />Business (NB). A vicinity map is provided below to depict the project's location. <br />The existing parcels are south of West Mukilteo Boulevard and east of Edgewater Beach Park. The project <br />intends to install an internal loop road, which will provide a primary access route to the proposed <br />townhomes. The frontage improvements on West Mukilteo Boulevard and the new townhomes with the <br />associated road will total 1.26 acres of impervious surface. This project will also generate approximately <br />0.5 acres of pollution generating impervious surfaces, however due to the difficulty in separating the <br />stormwater the facilities are sized to accommodate the roof run that will also flow to them. (See <br />Appendix C for figures.) <br />The project will be required to extend the frontage improvements on West Mukilteo Boulevard. The <br />project will also be required to dedicate right-of-way and make roadway improvements on the frontage. <br />The required improvements shall generally be consistent with the improvements that exist to the north <br />to maintain consistency of the road section through this area. The internal loop road will be private. <br />The NRCS web soil survey identifies an Alderwood gravelly sandy loam soil unit underlying the site. <br />Alderwood gravelly sandy loam soils are typically considered to be an "outwash" soil unit. However, due <br />to the underlying silts this project site is not conducive to infiltration. With that in mind, the project is <br />proposing a detention vault. The project site itself is located within a single drainage basin, which <br />generally slopes to the northwest. <br />The project is subject to the provisions of the Everett Municipal Code, the Design and Construction <br />Standards and Specifications published by Everett Public Works, as well as the 2019 edition of the <br />Washington State Department of Ecology's (Ecology) Stormwoter Management Manual for Western <br />Washington (SWMMWW). The SWMMWW specifies a number of minimum stormwater management <br />requirements that must be met for the project. A brief discussion of those requirements is provided in <br />the following section of this report. Those requirements warranting further discussion are addressed in <br />greater detail in later sections of this report. <br />PACE / PAGE 5 <br />
