1 <br />2 Construction Stormwater Best Management Practices (BMPs) <br />This project is the first phase of the site development which includes the main road, sidewalks, <br />utilities and landscape in the road (proposed) right-of-way. To assist in construction of the first <br />phase and planning for future phases, work will also include a temporary access road, <br />temporary staging areas, and electrical distribution utilities. Future phases will include parking <br />lots, buildings and associated utilities and landscape for the Riverfront Development site. <br />Description of construction activities (example: site preparation, demolition, excavation): <br />The site will be prepared with additional perimeter fencing and TESC measures as needed for <br />the site before, during and post construction. From previous phases, the remaining stockpiled <br />material from the stockpiling project that was not placed during the mass grading effort will be <br />imported as necessary to complete site preparation for the road construction. It is not <br />anticipated that there will be any material hauled off site and any landfill material encountered <br />will be buried onsite in adherence with the consent decree and the project plans. The site will be <br />stabilized at the end of the road and utility construction by the project itself (road and sidewalk <br />paving and landscaping). Any disturbed areas outside of the proposed roadway section will <br />receive hydroseeding or straw. <br />Interim (during construction) water control systems will be installed as per the Stormwater <br />Prevention Plan: <br />Interceptor swales, straw bales, rock stilling basins, silt fencing and/or sediment traps <br />will be used during road and utility construction activities. <br />Description of final stabilization (example: extent of revegetation, paving, landscaping): <br />Road and sidewalk paving (asphalt and concrete), Landscaping and Hydroseeding <br />Contaminated Site Information: <br />Proposed activities regarding contaminated soils or groundwater (example: on -site treatment <br />system, authorized sanitary sewer discharge): <br />The site is a capped landfill, there will be no activities associated with the removal of the <br />landfill material off site. It is anticipated that during gravity utility installation, that some <br />landfill material will be encountered and will be relocated and buried onsite per the <br />spoils/landfill material relocation figure in the plan set. There is no known groundwater <br />on the site. The site will have port -a -potties for the workers and will be removed after <br />the construction project is complete. <br />In addition to preventing the release of soil and sediment to receiving waters, the BMPs <br />described below shall be implemented to prevent the spread of contamination across the site, <br />as well as prevent the introduction or spread of noxious weeds. Straw wattles, straw bales, <br />mulch, and similar materials shall be certified weed -free in Washington State per the Pacific <br />Northwest Invasive Plant Record of Decision (USDA, 2005). Where possible, BMPs shall be <br />installed such that they provide long term as well as temporary erosion and sediment control. <br />Where practicable, BMPs shall be left in place to provide erosion control during the winter <br />months. Appendix B provides a list of the BMPs that may be used at the site. Special <br />consideration shall be made regarding the proper design, installation, and outlet control when <br />using straw bales or rock check dams, as improper use can exacerbate conditions.
