The City requests submittal of results documenting <br />compliance with CQA requirements prior to transfer of ownership of the ROW to the City, as part of the permit close-out requirements. This includes all <br />CQA testing, especially the roadway's LPSB layer testing for compaction, moisture content, and grain size distribution compliant with the consent <br />decree with a testing frequency of 1/5000SF and where there is a visible change in material type or indications of settlement. See RFI 89. These <br />documents will need to be reviewed by the Consent Decree peer reviewers at Floyd ISnider and forwared to Ecology for their review and approval piror <br />to acceptance of the road/close out of the permit. <br />RFI 89: <br />The City has reviewed the information provided and is approving the RFI as long as the following documentation is provided to the City prior to <br />completion of this project. This documentation will be required for final acceptance of the roadway: <br />1. Submit a figure showing the location and horizontal extents of all trenched areas within the ROW, and any other areas where a low -permeability soil <br />layer was installed as part of this contract. The purpose is for the City to have documentation of locations where the low -permeability layer was <br />installed vs. where in -situ materials were used as the low -permeability layer. <br />2. The figure mentioned above should also show the test pit locations. <br />3. The technical memo by HWA must be updated (or supplemented) to describe the uniformity (or lack thereof) of LPSB layer soils that were <br />encountered while digging test pits. Based on the documentation provided, we assume the materials were found to be uni form. If LPSB materials were <br />found to be non -uniform, COE approval of this RFI may need to be withdrawn, or additional documentation may be required. <br />4.
