1 <br />The City of Everett <br />The Floyd & Snider Team Everett Landfill/Tire Fire Site <br />New Wells <br />New groundwater monitoring wells will be installed to monitor area background conditions in <br />both the shallow and deep aquifers, and to monitor the deep aquifer point of compliance. Four <br />off -site monitoring wells (two shallow/deep pairs) will be installed west and upgradient of the site <br />to monitor area background water quality. At least four new wells will be installed to monitor <br />compliance in the deep aquifer. Deep aquifer compliance wells will be located downgradient of ' <br />the landfill, outside the waste boundary, between the landfill and point of discharge into <br />Snohomish River, within 100 feet east of the current location of the easternmost BNSF tracks, <br />and within property able to be restricted by institutional controls under the consent decree. <br />Exact well locations will be determined by access agreements and technical feasibility. Figure ' <br />4-1 shows the initial proposed locations for new wells. The wells will be installed and developed <br />according to the requirements for resource protection wells in WAC 173-160-400, Construction <br />and Maintenance of Wells. <br />Wells for Abandonment <br />Existing wells identified for immediate abandonment are either redundant or improperly <br />installed. Four monitoring wells (Table 3 and Figure 41) will be immediately abandoned in <br />accordance with WAC 173-160 Construction and Maintenance of Wells. Seventeen remaining <br />existing wells, in addition to the eight new wells, will be sampled during Evaluation Monitoring. ' <br />These 25 monitoring wells form the Evaluation Monitoring well network (see Figure 4-1). <br />At the completion of Evaluation Monitoring, data from all perimeter groundwater monitoring ' <br />wells will be evaluated and a Performance Monitoring well network proposed that is consistent <br />with deep aquifer point of compliance criteria described in the BFS. Shallow aquifer monitoring <br />wells that provide water level data for demonstrating compliance will be included.
