1 <br />1 <br />1 <br />The City of Everett <br />The Floyd & Snider Team Everett Landfill/Tire Fire Site <br />necessary due to pile installation and/or until groundwater cleanup standards are met. All <br />groundwater quality results will be validated for data quality and managed in an electronic <br />database. Each analyte will be tested for frequency of detection and compared to previous <br />results and cleanup levels. <br />The data will be evaluated using appropriate statistical methodology approved by Ecology and <br />conforming with the requirements of MTCA (WAC 173-340-720), Statistical Guidance for <br />Ecology Site Managers (Ecology Pub.92-54) and Statistical Methods for Ground Water <br />Monitoring at Municipal Solid Waste Facilities (WAC 173-351-420) to determine statistical <br />parameters of ground water results appropriate to the data set. <br />4.7.4 CONFIRMATIONAL MONITORING DATA MANAGEMENT AND EVALUATION <br />The exact number of Confirmational Monitoring sampling events will be not less than twenty, <br />and will depend upon pile installation and attainment of groundwater cleanup standards. All <br />groundwater quality results will be validated for data quality and managed in an electronic <br />database. Each analyte will be tested for frequency of detection and compared to previous <br />results and cleanup levels. <br />The data will be evaluated using appropriate statistical methodology approved by Ecology and <br />conforming with the requirements of MTCA (WAC 173-340-720), Statistical Guidance for <br />Ecology Site Managers (Ecology Pub.92-54) and Statistical Methods for Ground Water <br />Monitoring at Municipal Solid Waste Facilities (WAC 173-351-420) to determine statistical <br />parameters of ground water results appropriate to the data set. <br />4.8 CONTINGENCY PLAN TRIGGERS <br />Contingency measures will be implemented if and when defined triggers are reached. The only <br />contingency plan trigger for the shallow aquifer is failure to demonstrate through hydraulic <br />control that the leachate collection system is collecting leachate. For groundwater in the deep <br />aquifer, contingency plan triggers are either cleanup level exceedances or increasing analyte <br />concentrations found during Performance or Confirmational Monitoring. Each trigger is defined <br />in detail in the following sections. <br />4.8.1 SHALLOW AQUIFER COMPLIANCE CRITERIA <br />Compliance criteria for the shallow aquifer is based on hydraulic control of shallow aquifer <br />(leachate) for collection in the leachate trench. Demonstration of hydraulic control is through <br />monitoring of water levels in shallow wells and the leachate trench to show that hydraulic <br />gradients are toward the leachate collection system, which would indicate no shallow aquifer <br />discharge to surface water. Operation of the leachate collection system s anticipated to <br />maintain shallow aquifer compliance.
