CONSENT DECREE EXHIBIT D <br />' EVERETT LANDFILL/TIRE FIRE SITE <br />Exhibit D <br />Scope of Work and Schedule <br />The following scope of work describes work to be performed under existing conditions and for <br />any future development at the Everett Landfill/Tire Fire Site (Site), pursuant to Consent Decree <br />No. . Anticipated completion dates are included for work described for existing <br />conditions, and schedule requirements are included for future work. A process for coordination <br />between the City of Everett (City) and the Department of Ecology (Ecology) is also outlined, and <br />a checklist to facilitate this future coordination is included. <br />Scope of Work for Existing Conditions <br />Gas Exposure Pathway <br />E-1. The City shall conduct a field investigation to determine the waste boundary. An <br />investigation work plan shall be approved by Ecology. A field investigation report shall <br />be submitted to Ecology that sumimarizes the findings and specifies locations outside the <br />waste boundary for proposed perimeter probes. <br />E-2. The City shall install a new perimeter compliance landfill gas monitoring probe network <br />consistent with the Cleanup Action Plan. <br />E-3. The City shall monitor the landfill gas monitoring probe network in accordance with the <br />Compliance Monitoring and Contingency Plan (CMCP), and shall implement <br />contingency measures as may be necessary in accordance with the CMCP (attachment to <br />Exhibit Q. <br />E-4. The City shall prepare an engineering design report to define alternatives for contingent <br />perimeter landfill gas migration controls. The City shall conduct easement negotiations <br />' as necessary for potential installation of contingency controls. <br />E-5. The City shall continue monitoring of the Animal Shelter, Transfer Station, and off -site <br />buildings in accordance with the CMCP (attachment to Exhibit Q. <br />E-6. The City shall implement institutional controls for the existing on -site Animal Shelter, <br />including signage, confined space entry procedures, and landfill gas health and safety <br />training for employees, in accordance with the CMCP (attachment to Exhibit Q. <br />Groundwater Exposure Pathway <br />E-7. The City shall continue operation and maintenance of the leachate collection system until <br />such time that the shallow aquifer may be proven in compliance with chemical cleanup <br />criteria. <br />E- 8. The City shall install new compliance monitoring and upgradient monitoring wells, and <br />properly abandon wells not utilized for compliance monitoring, in accordance with the <br />CMCP (attachment to Exhibit Q. <br />FINAL Exhibit D Page 1 of 13 <br />
