Good morning Eileen, We have a property that is languishing and in such disarraythat I am requesting your assistance to pursue compliance and abatement of outstanding code violations. Here is the story. On 6/14/2019 1 responded to neighbors complaints about work being conducted without permits on a structure located at 4735 Bayview Lane. Our records indicated at that time that no valid permits had been issued at the property. Upon visiting the site I observed unpermitted construction work being conducted within the structure including, electrical, plumbing, and general construction work. During this visit It was also observed that the building is in very poor condition with numerous and obvious existing defects including but not limited to, structural defects, electrical defects, plumbing and mechanical defects, and prior alterations created to the structure without record of permit or inspection approval. I posted a Stop Work Order on the house that same day for the active construction work being conducted on the premises without required permits. (6/14/2019) IRC 105.1 Photos taken that day can be viewed in our file # W1906-009 Neighbors continue to inquire and complain about poor conditions at the property. The yard is overgrown with large piles of debris and decaying and overgrown vegetation. IPMC 302.4 and 308.2 The structure is not secured (doors left open) IPMC 108.1.5 (7) The house is not currently occupied and should not be occupied due to the outstanding defects, code violations, and poor conditions. (Unfit for Human Occupancy 108.1.3) The owner has submitted some proposals for permits to conduct work on the property. Most of the submittals have been inadequate to allow permit issuance and have resulted in plan review correction letters. Months have gone past and the exterior conditions at the property continue to cause neighbors to be concerned. The structures located at this property are currently "Unlawful, Unfit for Human Occupancy, Have Dangerous conditions" as defined by code. It is my recommendation and request to you that the structures located at 4735 Bayview Lane be Condemned and Secured as provided by code and that Enforcement action be initiated to abate the outstanding code violations and conditions present at this property.
