Ted de Budden <br />To: Eileen Hinkley <br />Subject: 4735 Bayview Lane. <br />Good morning Eileen, <br />We have a property that is languishing and in such disarraythat I am requesting your assistance to pursue compliance <br />and abatement of outstanding code violations. <br />Here is the story. <br />On 6/14/2019 1 responded to neighbors complaints about work being conducted without permits on a structure located <br />at 4735 Bayview Lane. Our records indicated at that time that no valid permits had been issued at the property. <br />Upon visiting the site I observed unpermitted construction work being conducted within the structure including, <br />electrical, plumbing, and general construction work. <br />During this visit It was also observed that the building is in very poor condition with numerous and obvious existing <br />defects including but not limited to, structural defects, electrical defects, plumbing and mechanical defects, and prior <br />alterations created to the structure without record of permit or inspection approval. <br />I posted a Stop Work Order on the house that same day for the active construction work being conducted on the <br />premises without required permits. (6/14/2019) IRC 105.1 <br />Photos taken that day can be viewed in our file # W1906-009 <br />Neighbors continue to inquire and complain about poor conditions at the property. <br />The yard is overgrown with large piles of debris and decaying and overgrown vegetation. IPMC 302.4 and 308.2 <br />The structure is not secured (doors left open) IPMC 108.1.5 (7) <br />The house is not currently occupied and should not be occupied due to the outstanding defects, code violations, and <br />poor conditions. (Unfit for Human Occupancy 108.1.3) <br />The owner has submitted some proposals for permits to conduct work on the property.
