EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br />6/17/2025 <br />COMPREHENSIVE PLAN <br />DESIGN AND DEVELOPMENT ELEMENT <br /> Page 45 <br />Goals <br />Overall Design and Development Goal: Design the City of Everett’s built environment in harmony with <br />the natural environment and its identity as the governmental center of Snohomish County and a major <br />employment location. <br />Goal DD 1: Design new development to enhance the distinctive physical, aesthetic, cultural and historic <br />features of its location, while accommodating growth and change. <br />Goal DD 2: Building and site designs are based on clear and predictable development regulations via a <br />menu of options. <br />Goal DD 3: Everett has a variety of welcoming and inclusive public and private spaces promoting <br />people’s health, happiness, social connection, and well-being. <br />Goal DD 4: Everett is a city of well-designed, safe, and walkable neighborhoods and districts. <br />Goal DD 5: Neighborhoods are designed and developed to enhance human and environmental health <br />and equity, protect safety and livability, support local access to healthy food, limit negative impacts on <br />water and air quality, reduce greenhouse gas emissions, encourage active and sustainable design, and <br />integrate nature and the built environment. <br />Goal DD 6: Everett’s built environment is designed for safety, equity, inclusion, and social connection, <br />including diversities of ages and active mobility. <br />Goal DD 7: Buildings, streets, and open spaces are designed for long-term resilience, including the ability <br />to adjust to changing demographics, climate, and economy, and to withstand and recover from natural <br />disasters. <br />Goal DD 8: Everett’s buildings incorporate a diversity of architectural styles and use innovative <br />technologies and construction techniques. <br />Goal DD 9: The city’s buildings are enduring and resilient, designed with sensitivity to people and place, <br />and infused with creative architectural designs and innovations. <br />Goal DD 10: New development is compatible with and uses graceful transitions between differing land <br />use densities, intensities, and uses. <br />Goal DD 11: Everett’s historic and cultural resources and neighborhoods are protected and preserved. <br />Policies <br />Overall City Image <br />DD-1 Maintain a continuous, consistent, walkable, and human-scaled pedestrian environment at the <br />interface of buildings and the public realm. Promote interaction between indoor and outdoor <br />activities to create an inclusive and vibrant public realm. <br />DD-2 Support flexibility for podium tenants, provide a 15-foot ground floor height to accommodate <br />retail, commercial, maker space, as well as residential or residential-based businesses.
