EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br />6/17/2025 <br />COMPREHENSIVE PLAN <br />DESIGN AND DEVELOPMENT ELEMENT <br /> Page 47 <br />DD-18 Provide for development, building, and site design that promotes physical activity. <br />DD-19 Promote small scale neighborhood commercial and mixed-use buildings consistent with the <br />scale and urban form of the surrounding neighborhood to support complete communities and <br />reduce vehicle miles traveled (VMT). <br />DD-20 Be attentive to ways code or policies may inadvertently disadvantage small-scale <br />developments and developers, and where possible take steps to rectify imbalances. <br />DD-21 Strengthen the sense of civic pride by providing attractive public spaces, trees and flowers <br />along streets, public artwork, and distinctive architecture. <br />DD-22 Ground level building frontage designs should provide a sense of privacy for any ground floor <br />residential uses in a building while creating a lively, safe, and welcoming public streetscape <br />environment for pedestrians. <br />Mixed Use Centers <br />DD-23 Enhance the design of Community Hubs and Neighborhood Nodes to provide for neighborhood <br />needs, act as community gathering places and to support the area’s identity. <br />DD-24 Allow the creation of policies and regulations that apply to specific sites. <br />DD-24 Design mixed use centers to achieve compatibility among the uses and with adjacent uses. <br />DD-25 Require development in mixed-use centers to provide active uses, human-scaled frontages, <br />front doors, visual interest, transparency, and amenities along the street; locate parking lots <br />and structured parking behind or to the side of buildings. <br />DD-26 Establish standards for Downtown streetscape treatments to reinforce the identity of the <br />Community Hub and promote the area’s aesthetic appeal. Consider use of treatments, such as <br />paving materials for sidewalks, street furniture, landscaping, and lighting. Ensure that the <br />treatments are implemented as part of public and private development. <br />DD-27 Encourage compact commercial development and walking between businesses. <br />DD-28 Position plazas in visible locations on major internal circulation routes, close to bus stops, or <br />where there are strong pedestrian flows on neighboring sidewalks. <br />DD-29 For large sites, development should be configured to create a focal plaza that is visible, <br />accessible, socially engaging, and experienced as human-scaled. <br />DD-30 Consider solar orientation, glare, and wind patterns in the design of a public plaza or open <br />space and choose landscaping to maximize outdoor comfort and usability. <br />DD-31 Integrate public art into public spaces, streetscapes, and buildings. <br />DD-32 Use landscape to visually screen unwanted features in the pedestrian environment, soften <br />blank walls, visually reduce large and continuous building mass, and add visual interest to <br />building rooflines when used on terraces and upper levels.
