EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br />6/17/2025 <br />COMPREHENSIVE PLAN <br />DESIGN AND DEVELOPMENT ELEMENT <br /> Page 50 <br />DD-59 Design Hewitt Avenue to serve a strong visual and functional connection between the river and <br />the harbor, and contain interpretive signage about important people, buildings, and events in <br />Everett’s history. <br />Green Building / Sustainability <br />DD-60 Promote the installation of solar panels, other alternative energy sources, and passive heating <br />and cooling in new construction. <br />DD-61 Use incentives to encourage increased energy efficiency and the use of sustainable building <br />methods and materials, by offering priority permit review, partial building permit fee rebates, <br />press releases and awards. <br />DD-62 Support the State’s goal of building zero fossil-fuel greenhouse gas emission homes and <br />buildings by 2031. <br />DD-63 Promote the adaptive reuse of existing buildings recognizing the emission-reduction benefits of <br />retaining existing buildings instead of building new ones. When buildings are demolished, <br />encourage the deconstruction of buildings and reuse of salvageable material. <br />DD-64 Reduce urban heat island effects through development, building, and infrastructure design. <br />Permit the development of green roofs, green walls, cool roofs, cool pavement, and <br />landscaping tolerant to a range of climate conditions in new developments. <br />DD-65 Encourage site and building designs that make efficient use of water and manage stormwater <br />as a resource. <br />DD-66 Reduce the negative impacts of light pollution by encouraging lighting design and practices that <br />reduce the negative impacts of light pollution, including sky glow, glare, energy waste, impacts <br />to public safety, disruption of ecosystems, and hazards to wildlife. <br />DD-67 Encourage development approaches that will enhance the ability of people, wildlife, natural <br />systems, and property to withstand and recover from a natural disaster or other major <br />disturbance. <br />DD- 68 Limit the health impacts of pollution through site design. <br />Historic Preservation <br />DD-69 Maintain Everett’s Certified Local Government status and consult the Everett Historical <br />Commission in matters relating to the preservation of the city’s diverse heritage. <br />DD-70 Encourage the preservation, rehabilitation, and adaptive reuse of historic buildings, districts, <br />and sites that contribute to the distinctive character and history of Everett’s evolving urban <br />environment, with the implementation of and updates to the historic resources code, project <br />incentives, and educational actions. <br />DD-71 Collaborate with community partners and organizations to promote historic preservation, <br />provide informational resources to property owners, and encourage the use of state and <br />Federal tax incentives.
