EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />ECONOMIC DEVELOPMENT ELEMENT <br /> Page 61 <br />Economic Development Element <br />Vision: A thriving, connected, and sustainable community that lifts Everett residents and businesses. <br />Element Scope: The Economic Development element outlines how the city supports new and existing <br />businesses and provides access to employment. <br />The Economic Development Element guides the effort to market the city, to support businesses of all <br />sizes, and inform citizens and city leaders of all the trends and strengths of the local economy. The <br />element also guides decision making in land use, infrastructure, capital budgeting, regional <br />collaboration, local partnerships, and other areas that impact the success of business, employees, and <br />related services. <br />As one of five designated Metropolitan Cities in the Puget Sound Regional Council’s (PSRC) VISION 2050, <br />Everett is planning to have more than 167,000 jobs by 2044. Based on 2019 data that will be an increase <br />of 68,000 jobs. The city has more than enough physical and land use zoning capacity to accommodate <br />this growth, based on the most recent Buildable Lands report, but to work towards this target, Everett <br />must strategically attract and grow businesses to increase the number of jobs in the city. Not only does <br />the city have to grow its economic base generally, it must also deliberately channel this growth into the <br />areas of Everett best suited to accommodate this increase. In Everett the two primary employment <br />centers of Metro Everett and the Southwest Everett Manufacturing Industrial Center are slated to <br />increase employment to 25,000 and 39,000 jobs respectively. The map below shows the city’s, including <br />commercial areas, manufacturing and industrial areas and major campus institutions. While the city <br />intends to channel growth into these areas, they are not exclusively where employment can occur. <br />
