EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />URBAN FORM ELEMENT <br /> Page 21 <br />and housing within compact, walkable centers makes access by transit, walking, wheelchair, and bicycle <br />more practical and reduces the amount of driving needed to access services, reducing the impact on <br />roadways, reducing congestion, and helps in facilitating freight movement. <br />Centers range in scale from downtown Metro <br />Everett with tall buildings to small <br />neighborhood centers, providing local access <br />to services and allowing residents across the <br />city to live a healthy, active lifestyle. <br />Neighborhood business districts and the <br />commercial services they provide are the <br />foundation of many centers, but centers, <br />particularly larger centers, will also become a <br />focus for public services, gathering places, <br />and housing growth. In and around all <br />centers, there will be change as areas <br />urbanize and new services, shops and <br />housing are developed. <br />The Urban Form element identifies three <br />types of centers that vary in size, scale, <br />service area, local versus regional role, and <br />density of residents and businesses. The <br />centers are shown on the urban framework <br />map. The three types of mixed-use centers <br />are in the table below.
