EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />URBAN FORM ELEMENT <br /> Page 30 <br />Goals <br /> <br />Goal UF-1: Everett is designed for people: Everett’s built environment is designed to serve the needs <br />and aspirations of all, promoting prosperity, health, equity, and resiliency. <br />Goal UF-2: Everett is an integrated city of residential, mixed use, commercial, industrial, public <br />facilities, open space, and natural habitats. <br />Goal UF-3: Metro Everett is a carefully designed, attractive, bustling, and diverse metropolitan center <br />that attracts a wide variety of businesses, services, housing, civic and cultural institutions, and people. <br />Goal UF-4: Everett is a city of neighborhoods that are healthy, equitable, and sustainable <br />concentrations of commercial and public services, housing, employment, gathering places, and green <br />spaces. <br />Goal UF-5: Ensure the continued growth and vitality of Everett’s employment areas. <br />Goal UF-6: Natural areas and wildlife habitats are protected and restored, supporting salmon <br />recovery, protecting people and property, and providing opportunities for people to experience <br />nature in the city. <br />Goal UF-7: Critical areas are preserved to promote and protect public health, safety, welfare, and <br />environment. <br />Goal UF-8: The land, waters, and shorelines significant to the Tulalip tribal culture are protected in <br />support of enduring their traditions and in accordance with the 1855 Treaty of Point Elliott. <br />Policies <br />Land Use Strategy and Management <br />UF-1 Guide development and infrastructure investment to accommodate growth and promote an <br />equitable, welcoming, connected, and sustainable city. <br />UF-2 Determine, implement, and maintain Comprehensive Plan land use designations through <br />zoning designations and target densities shown in Table X, Comprehensive Plan Land Use <br />Designations and Corresponding Zoning to accommodate planned population and employment <br />growth. <br />UF-3 Maintain land capacity for various housing types, including government-assisted housing, <br />moderate to extremely low-income housing, manufactured housing, multifamily housing, <br />group homes, foster care facilities, emergency housing and shelters, permanent supportive <br />housing, and duplexes, triplexes, and townhomes within the urban growth area. <br />UF-4 Implement compact urban form development, sustainable building development practices, <br />green infrastructure, low impact development, and active transportation systems to reduce <br />greenhouse gas emissions, reduce natural hazard risks and impacts, and improve resilience to <br />the effects of climate change.
