EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />URBAN FORM ELEMENT <br /> Page 32 <br />UF-16 Expand access to healthy, affordable food by supporting the viability of grocery stores, local <br />markets, eating establishments, and community gardens in community hubs and neighborhood <br />nodes. <br />UF-17 Provide for concentrations of development, employment, commercial and community services, <br />and a wide range of housing options within mixed use centers. <br />UF-18 Design centers to be compact, safe, attractive, and accessible places, where the street <br />environment makes access by transit, walking, rolling, and mobility devices, safe and inviting <br />for people of all ages and abilities. <br />UF-19 Improve centers as multi-modal transportation hubs that optimize access from the broad area <br />of the city they serve and are linked to the region’s high-capacity transit system. <br />UF-20 Provide small parks or plazas within or near centers to support their roles as places of local <br />activity and gathering spaces. <br />UF-21 Connect centers to each other and to other key local regional destinations, such as schools, <br />parks, and employment areas by pedestrian trails and sidewalks, bicycle routes, and frequent <br />and convenient transit. <br />UF-22 Prepare and adopt future street plans for centers and adjacent areas that currently have poor <br />street connectivity, especially large parcels identified for redevelopment. <br />UF-23 Catalyze growth and investment in Metro Everett and recognize its role as the area’s premier <br />center for jobs, services, and civic and cultural institutions that support the entire city and the <br />region. <br />UF-24 Encourage the development of a diversity of housing options and services in Metro Everett. <br />UF-25 Enhance Metro Everett as the region’s multi-modal transportation hub and optimize regional <br />access moving people and goods among key destinations. <br />Commercial / Campus Institutions / Industrial / Essential Public Facilities <br />UF-26 Protect the viability of the airport as an essential public facility and a significant economic <br />resource by prohibiting incompatible land uses. <br />UF-27 Protect Naval Station Everett from the development of incompatible land uses on adjacent <br />properties and in the vicinity of this military installation. <br />UF-28 Protect the Port of Everett as an essential public facility and a significant economic resource by <br />prohibiting incompatible land uses.UF-29 Agricultural land shall be used for farming, <br />farm-related uses, and habitat restoration. None of Everett’s agricultural lands are designated <br />agricultural resource lands of long-term commercial significance under the Growth <br />Management Act. <br />UF-30 Maintain supplies of employment land that are sufficient to meet the long- and short-term <br />employment growth forecasts, adequate in terms of sizes and types of sites, available and <br />practical for development and intended uses.
