EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />URBAN FORM ELEMENT <br /> Page 34 <br />UF-46 Designate, classify, and regulate protection of the following types of critical areas, consistent <br />with state law and state agency rules: fish and wildlife habitat conservation areas, wetlands, <br />frequently flooded areas, and geologically hazardous areas. <br />UF-47 Incorporate Everett’s environmental assets as important resources and components of the <br />City’s infrastructure systems. Utilize the multiple benefits of the City’s ecosystem services, <br />including economic impacts, pollutant reduction potential, carbon sequestration and the <br />reduction of stormwater runoff. <br />UF-48 Ensure that the city achieves no-net-loss of ecological functions over time and strive for net <br />ecological gain. <br />UF-49 Preserve, enhance, and connect a network of habitat areas and corridors, creeks, shorelines, <br />parks, and tree canopies. Where possible, provide for public access in critical areas and their <br />buffers when these activities provide valuable educational or recreational opportunity and can <br />be designed in a manner that results in no net loss of functions and values. <br />UF-50 Use the best available science for managing critical areas and natural resources and allow for <br />updates to code as new information becomes available. <br />UF-51 Evaluate a program to retrofit existing roads with water quality and quantity stormwater <br />system improvements to minimize pollution from roadway runoff to natural drainage systems <br />and the waters of Puget Sound. <br />UF-52 Maintain, and regularly update when new information becomes available, critical area maps <br />providing general information regarding the location and classification of critical areas in the <br />city. <br />UF-53 Development proposals that may impact critical areas or their buffers must include a critical <br />area analysis, report, and impact mitigation plan, prepared by a qualified professional. <br />UF-54 Adopt building codes, construction standards, zoning requirements, inspection, monitoring, <br />and enforcement procedures to protect life, property and critical areas functions and values. <br />UF-55 Maintain a policy and regulatory approach that encourages net ecological gain and mandates <br />an overall no net loss in functions, values, or area for aquatic resource critical areas. <br />UF-56 Prohibit alteration of Category I wetlands; discourage alteration of Category II wetlands; and <br />where wetland impacts are unavoidable, require that impacted functions and values be <br />replaced and compensated for, ideally within the same watershed or sub-drainage basin by <br />using a watershed approach. <br />UF-57 Remove non-native invasive plants and noxious weeds from critical areas and associated <br />buffers on City owned and maintained property and encourage removal on private property; <br />revegetate with native species. <br />UF-58 Require preparation of biological assessments to assess potential impacts of development on <br />species listed as endangered or threatened and require preparation and implementation of a
