<br /> <br /> <br /> <br /> <br /> <br /> <br />ORDINANCE NO. ____4100-25___ <br /> <br />AN ORDINANCE authorizing and providing for acquisition, including through the exercise of <br />eminent domain, of land and real property rights for the purpose of constructing the Everett <br />Outdoor Event Center Project; and authorizing the Mayor to enter into agreements related to <br />acquisition of the land and real property rights. <br /> <br /> <br />WHEREAS, <br />A. In response to new requirements from Major League Baseball, the Everett AquaSox, the Minor <br />League Baseball team that plays home games in Everett, needs a new stadium facility. <br />B. The United Soccer League (USL) is interested in using a new Everett stadium facility as a home <br />pitch for a USL team. <br />C. The City is working on preliminary design for a new facility. This new facility is called the <br />“Everett Outdoor Event Center” or “EOEC”. <br />D. By Resolution 8117 dated December 18, 2024, the City Council selected a site in downtown <br />Everett for the Everett Outdoor Event Center. This occurred after City evaluation of <br />environmental impacts of alternatives in accordance with the State Environmental Policy Act <br />(SEPA) (chapter 43.21C RCW; chapter 197-11 WAC) and the Everett Municipal Code (chapter <br />19.43 EMC). In addition, the City Council considered input from the Multiuse Facility Fiscal <br />Advisory Committee, as well as information from other studies and resources regarding <br />alternatives. This included study of economic impacts, construction budgets, facility uses and <br />other non-environmental factors. <br />E. The selected downtown site currently contains a mix of commercial businesses, including light <br />industrial, distribution, retail, restaurant, and office. The downtown site is generally bordered by <br />Broadway to the west, Hewitt Avenue to the north, an Amtrak rail line to the east, and Pacific <br />Avenue to the south. Attached to this ordinance as Exhibit A is a map of the downtown site, with <br />identification of the properties necessary for the construction of the Everett Outdoor Event <br />Center. The properties necessary for the Everett Outdoor Event Center are referred to in this <br />ordinance as the “EOEC Properties.” <br />F. In order to meet Major League Baseball’s deadlines for compliance with its new requirements, <br />construction on the Everett Outdoor Event Center must begin in 2026. Accordingly, acquisition <br />of the EOEC Properties must begin. <br />G. Based on all available information, including the results of preliminary design and site selection <br />for the Everett Outdoor Event Center, the City Council has determined that it needs to acquire <br />the EOEC Properties to construct the Everett Outdoor Event Center.
