EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />TRANSPORTATION ELEMENT <br /> Page 136 <br />TR-31 Manage on- and off-street loading spaces to ensure adequate access for deliveries to <br />businesses, while maintaining access to homes and businesses. <br />TR-32 Coordinate with stakeholders and regional partners to support continued reinvestment in, and <br />modernization of, the freight rail network and intermodal facilities. <br />Transportation Finance <br />TR-33 Actively seek local, state, and federal funding and other grants for the development, <br />enhancement, and preservation of the transportation infrastructure, including pedestrian, <br />bicycle, and arterial infrastructure, public transit and intelligent traffic control systems (ITS). <br />TR-34 Prioritize funding for projects and programs that advance the following: improve mobility, <br />safety, and comfort within mixed-use centers; provide efficient freight movement for industrial <br />centers; reduce greenhouse gas emissions; support compact, pedestrian- and transit-oriented <br />development. <br />TR-35 Invest transportation funds to be responsive to the distinct needs of each community, <br />particularly previously underserved areas. <br />TR-36 Direct transportation investments and services to support the designated Community Hubs and <br />Neighborhood Nodes identified in the adopted land use map. <br />Safety <br />TR-37 Design and operate streets to be inherently safe for all users in the goal of eventually <br />eliminating traffic fatalities and serious injuries by implementing projects, programs, and <br />strategies on local streets to prioritize safe driving, walking, and cycling by calming traffic and <br />limiting vehicle speeds, especially near schools and colleges. <br />TR-38 Monitor traffic volume and speed on residential streets and establish appropriate traffic <br />control measures. <br />TR-39 Consider the needs of all roadway users when designing and building neighborhood traffic <br />safety projects. <br />TR-40 Employ traffic calming measures that adhere to Safe Systems principles and Complete Streets <br />ordinances to slow vehicular travel speed along residential streets and to discourage cut- <br />through traffic. <br />Environmental Considerations <br />TR-41 Decrease vehicle miles traveled by promoting and incentivizing alternate modes of travel, <br />including transit and active transportation. <br />TR-42 Create a robust network of electric vehicle (EV) charging facilities. <br />TR-43 Continue to expand the electric fleet/hybrid vehicle fleet and other vehicles or equipment that <br />use fuels with reduced greenhouse gas emissions. <br />TR-44 Promote street and trail alignments and designs that respond to topography and natural <br />features, and protect streams, wildlife habitat, and native trees.
